Today, Thursday, the Parliamentary Legal Committee reported that the representatives of the Sunni blocs are trying to legislate the general amnesty law before approving the budget, while it indicated that it was agreed that the government would send it to Parliament.
Committee member Raed al-Maliki said, "The draft general amnesty law is within the terms of the political agreement between the coordination framework and other forces, especially the Sunni forces, which demand the general amnesty decision."
Al-Maliki added, “The law was put forward in parliament as a proposal, but in the end it was agreed that the government send the law on the grounds that the Ministry of Justice is particularly concerned with this law and considers it a solution to the problem of prison overcrowding, and this law is an attempt to reduce pressure on the ministry in all respects.”

He continued, "The categories that will be covered by the amnesty are still being discussed because there are parties and points of view that object to the categories that will be covered by the law.
And he continued, “The constitution does not allow amnesty for these groups, but the Sunni parties say that these were sentenced because of confessions extracted under duress or based on the malicious snitching of a secret or judicial informant.
And he continued, “The general amnesty does not include those accused of terrorism, those whose hands are stained with blood, and those accused of stealing public money, in addition to drug dealers.”
He pointed out that “representatives in the Sunni blocs are trying to legislate the law before approving the budget, especially we are accustomed in the political situation to exploit and invest opportunities to impose a basket of legislation and use voting on the budget as a pressure card in exchange for a general amnesty, but in terms of numbers only the coordination framework and independents can vote.” on the budget and pass it without the need for the Sunnis and the Kurds.
