    Finance Minister Taif Sami announced today, Wednesday, the formation of a committee to prepare a draft economic reform law, while confirming that measures have been put in place to reduce corruption phenomena.
    And the media office of the ministry stated, in a statement received by (Baghdad Today), that “the Minister of Finance, Taif Sami, stressed, during her chairing of a meeting of the Follow-up Committee on Financial Sector Reform, that measures should be put in place to reduce corruption phenomena, and we are working according to a timetable to implement the integrity strategy,” noting that “it has been taken A set of measures to reduce the phenomena of corruption in the ministry and its formations.
    And she pointed out that "work is continuing according to a timetable for the continuation of the implementation of the national strategy for integrity and combating corruption," explaining, "during her chairing an expanded meeting of the committee (follow-up to reform the financial sector) concerned with following up on projects of public finance systems, electronic payment, limiting corruption phenomena, and evaluating the performance of the ministry's departments and formations, to A set of procedures and recommendations, including the formation of sub-committees of the National Strategy Committee for Integrity and Anti-Corruption in the departments of the ministry and the establishment of a number of training workshops regarding the strategy of integrity and anti-corruption in the presence of members of the Federal Integrity Commission.
    She referred to "the directive to link the ministerial curriculum and the government program with the forms prepared in advance by the Integrity Commission," stressing that "the ministry has organized procedures for selecting middle administrative leaders from (assistant general manager and department head) through job descriptions according to what was approved by the laws and that he has qualifications, competence and integrity And that the selection is based on someone who has the skill and ability to address problems within the work and find solutions to them, as well as contribute to the preparation of the department’s reports in a scientific and cognitive manner and supports the digital transformation to build an electronic government, as well as other qualifications related to the certificate and leadership qualifications and the extent of knowledge of laws and instructions.

    With regard to draft laws, regulations and instructions related to the Ministry of Finance and the reduction of corruption phenomena in the sectors of taxes, customs, insurance, banks and free zones, the minister indicated that "a number of internal regulations for the Ministry of Finance departments have been completed and sent to the State Council and the formation of a committee to review the laws that regulate Commercial work and the preparation of a draft economic reform law, as some of its clauses included amending some articles of the laws, including the income tax law, the real estate tax law, and the customs law, as well as an update on the draft law of the General Authority for Free Zones and the Insurance Bureau.

    And she continued, "The ministry prepared a specific methodological plan with a time limit to address the delay in the procedures followed in preparing the final accounts, as it sent the 2016 and 2017 accounts to the Office of Financial Supervision, while the Accounting Department was instructed to complete, take and audit the final accounts from 2018-2022 through working hours on Friday and Saturday." This depends on all spending units in charge of sending the deficiencies they have in the aforementioned accounts.

    Sami drew attention to the development of a program that ensures the proper application of the Financial Management Law No. (6) of 2019 amended and the Federal General Budget Law, the implementation of the unified treasury account and the electronic financial management project IFMIS, and the follow-up of the implementation of the electronic payment project (POS), as well as the automation of work in the General Tax Authority and the Authority The General Customs Authority, and the implementation of a package of procedures to support the retirees segment by the National Retirement Authority, which contributed to simplifying procedures for retirees, most notably the formation of teams from the authority to complete pension transactions in the ministries and conducting an electronic program to organize the work of the authority.

    It is noteworthy that the initiation of the POS point of sale experiment falls within the priorities of the Ministry of Finance, and in line with what was stated in the government program by using the devices extensively by defining the foundations, standards and the necessary digital infrastructure, in addition to supporting the Ministry to activate the electronic payment process for payments and reduce dependence on cash money. 

    With regard to resolving administrative investigations and completing criminal cases in the Federal Integrity Commission, she indicated that the ministry prepared a preliminary report on the ministry’s departments regarding the activity of the investigative committees and integrity issues: 1- The General Authority for
