    The legal expert, Counselor Salem Hawas, confirmed that the Minister of Finance, Taif Sami, does not have the right to challenge the financial budget if it is approved and contains a change to the paragraphs included by the government.
    Hawass said in a statement received by (Baghdad Today): "The appeal is not within the competence of the minister, and she and the government together have no choice but to present the draft budget to parliament in accordance with the provisions of Article 62 of the constitution, and parliament has the absolute power to vote on it or amend it according to its powers with the specialized committees."
    Hawass added, “The constitutional text in the first part of the above article stipulates that the Council of Ministers submit the draft general budget and final account law to the House of Representatives for approval, and the second clause of it stipulates that the House of Representatives has the right to transfer between the chapters and chapters of the general budget, (and reduce the total amounts), and he may, when necessary, propose to the Council of Ministers an increase in the total amounts of expenditures.
    Hawass stressed that: "What the government included in terms of texts and allocations, even if they were according to the study and needs of the ministries and governorates, and to meet all requirements according to the government's vision in its government program, given that any change will hinder the spending operations that the government has drawn up, as the minister put it, to meet all needs, but this is not binding on the authority." legislative, and its constitutional and legal powers. 
    And the Minister of Finance, Taif Sami, denied this evening the news about her conducting the transfers in the draft general budget 2023, which Parliament is scheduled to vote on next Thursday.
    And Sami confirmed that the Ministry of Finance "will challenge the budget if it is approved and there is a change in the paragraphs that the government included in the budget."
