Specialists in economic affairs urged the necessity of activating the tools of "trade policy", stressing the need to develop a long and medium-term strategy to advance it, because of its capabilities in balancing supply and demand for basic and durable needs, in addition to its role in expanding private sector activity in exchange for reducing the government role.
In addition to the role of "trade policy" in reviving the private sector, specialists see its importance in achieving development goals, diversifying agricultural and industrial production, and developing services, stressing the need for the government to attach utmost importance to this policy due to its ability to alleviate poverty, raise low incomes, and create government financial returns for the public budget. .
Trade policy, according to international definitions, represents a set of methods and tools that the state takes to limit imports or encourage exports. Trade policy is concerned with protection and the need for it, meaning that the state intervenes and applies trade policy tools for the purpose of protecting the local economy, while trade policy tools are divided To (the tariff system, the quota system, and the subsidy system).
On the role of trade policy, researcher and academic Dr. Abdul Karim Al-Issawi says: “The success of trade policy in the country depends on the cooperation of all relevant ministries’ outputs with the Ministry of Commerce, such as agriculture, industry and oil. In addition to this, trade policy must depend on developing trade relations with other countries.” The world and the regional and Arab environment through what is known as bilateral trade, which culminates in agreements between Iraq and the rest of the countries.
Al-Issawi added, "Resorting to this type of joint trade relations takes place between two countries in order to achieve a balance in joint trade exchanges, which allows obtaining more imports and increasing exports, noting that often behind the growth of bilateral agreements is a deterioration in multiple economic relations." The parties, and on this basis, Iraq concludes bilateral agreements with any country it chooses according to its national interests to manage joint trade between them through special channels that extend mostly for five years, subject to renewal, if the two countries wish.
For her part, the Dean of the Faculty of Business Economics at Al-Nahrain University, Dr. Nagham Hussein, stated that the Ministry of Commerce cannot alone draw the parameters of trade policy, because the material of its activity is through the outputs of other ministries and relevant agencies and departments, especially the ministries of agriculture, industry and oil.
Dr. Hussein believes that "the trade policy in the country can revive if the obstacles of the agricultural and industrial sectors are addressed by stopping commodity dumping and increasing subsidies for the outputs of these two sectors," noting, at the same time, the necessity of "combating the trade policy with the nature of the challenges that the organization brought world Trade" .
Hussein demanded the need to adopt an economic vision that works to raise production efficiency, stressing that drawing the parameters of the trade policy cannot be done by relying on the Ministry of Commerce alone, but rather the need for the state to intervene to approve a trade policy with studied and realistic plans that correspond with reality and meet the requirements of the current stage and take into account the changes. international.
