    [size=45]The Parliamentary Finance Committee reported that there are about 9 million people receiving salaries from the state, pointing out that adjusting the salary scale may contribute to providing a surplus for the treasury. Committee member Jamal Cougar said, "The number of government official employees differs from the number of salary recipients."[/size]
    [size=45]Cougar added, "Iraq has more than 4.074 million male and female employees working in state departments and institutions." He pointed out, "There are nine million people who receive salaries in Iraq, with different pictures and addresses, such as retirees, martyrs, social care, missing persons, and political prisoners." Cougar pointed out, "There are more than 250,000 employees in Iraq who receive more than two salaries, and the number of salaries for some of them is six." Earlier, a spokesman for the previous government had said that there are people who receive nine salaries from the government, and according to Cougar, "there are about 300 employees who do not work in any government department." The General Budget Law estimated oil revenues at 117252500000000 dinars, while the total non-oil revenues amounted to 17300419000000 dinars, and the border crossings are one of the sources of non-oil revenues. Jamal Cougar says that the revenues of the border crossings have not yet exceeded 1.5 trillion dinars, while they should be at least 10 Trillions a year. He revealed that there were previously 10 types of corruption, and some of them have now been controlled, for example, there were six border crossings that were not controlled by the state, but the matter was resolved, along with nine unofficial crossings, and about corruption at the border crossings, he said that there is Forgery of receipts, as the receipt mentions one thing while the goods are something else, in addition to forgery in the quantities of imported goods, as if someone imports 100 tons of a substance and a ten-ton receipt is issued to him. According to Cougar, “there is fraud in the origins of goods, such as if they are imported from China and labeled “Made in Germany” or vice versa, and there is corruption in tax evasion, so that a small part of the tax revenues goes to the government. For his part, committee member Mueen Al-Kadhimi stated, “The number of employees exceeded more than 4 million people, which led to the allocation of more than 58 trillion dinars from the budget for their salaries only.”[/size]
    [size=45]And Al-Kazemi continued, “This is a large number, and if anything happens, such as a drop in the price of oil or the occurrence of any global event, this will cause a problem with salaries. Therefore, the only solution that must be followed by the government, the political blocs and the whole of society is to activate the private sector. He pointed out, "What is meant by amending the salary scale is to eliminate the discrepancy between the salaries of employees of different ministries. Now we see a desire among employees to move from one ministry to another, given that there is a wide difference between the salaries of ministries." And Al-Kadhimi stated, “Modifying the salary scale from the first to the tenth degree will be by canceling the unconvincing allowances.” He pointed out, “There are allocations granted for standards that no longer exist today. Working in the Green Zone 15 years ago was dangerous, but today this thing no longer exists. Today, the Green Zone is open to citizens, and yet these allocations still exist.”[/size]
