    Baghdad/Al-Masala Al-Hadath: The Country Director of the United Nations Human Settlements Program in Iraq, Wael Al-Ashhab, revealed a four-year project that addresses the housing crisis in Iraq, while noting the need for investments worth $17 billion in the reconstruction and housing sectors.
    Al-Ashhab said in his speech during the first conference of the Ministry of Construction, Housing and Public Municipalities under the slogan “The Government Program and Solution to the Housing Crisis,” that urban areas constituted 43 percent previously, and this percentage increased significantly until it reached 71 percent in 2021, and it is expected that Increasing steadily until 2050.
    He added that the growth rates in urban areas will increase at an annual rate of 2.9, as statistics indicate, between the years 2020 and 2025, which will cause increasing pressure on cities to provide large areas of land, housing, basic services and infrastructure for the expatriate population, pointing out that since 2014 there has been a demand The demand for housing is steadily increasing, due to the increase in population nationwide and the lack of new investments in the housing sector.
    He explained that estimates indicated that there would be a need for more than 2 million housing units to meet the demand by 2016, and these are old statistics. Now the estimates are much larger, and as Housing Minister Benkin Rekani said, the current demand is between 3 and 3.5 million housing units to cover the needs. .
    He stated that the data indicates that in order to address the housing shortage and reconstruction efforts, we need the equivalent of 17 billion US dollars in investments, based on United Nations reports.
    He pointed out that Iraq witnessed a rapid increase in the number of informal slum areas by a rate of 138% between 2012 and 2016, and according to the latest data issued by the Ministry of Planning in 2022, which was released last month, it indicated that there are more than five thousand slum areas. It contains more than half a million housing units, equivalent to 3.5 or more million people, or an average of 9% of the current population.
    He continued: Over the past decades, 90% of all housing has been self-built, in an informal manner, as most informal neighborhoods were built on state-owned land, at a rate of 98% in all urban and suburban areas, and increasingly on agricultural land, and farmers bulldozed orchards. Due to drought, climate change, lack of water, and the sale of land and changing it from agricultural to residential, it currently lacks basic services and infrastructure.
    He warned that uncontrolled development creates many barriers to planned development in the future, and creates unsustainable and fragmented patterns of land use, pointing out that housing is considered an urgent issue for Iraq and it is important to consider the available opportunities, to find sustainable housing solutions and create a more prosperous future, In the short term, the living conditions and economic prospects of families living in the units that will be built will be improved, but in the long term, according to what the Minister of Housing stated, models that can be replicated, developed, and are sustainable must be created to implement social housing projects in Iraq.
    He pointed out that with the support of the European Union, the United Nations program, in partnership with the International Trade Center and the International Labor Organization, will work with the Ministry of Housing through a four-year project to address the housing shortage in Iraq, create decent job opportunities and address constraints in the private sector value chain.
    He added that the United Nations program equates policies and technical support in Iraq for the purpose of implementing recovery and reconstruction projects through various tools, such as the housing reconstruction strategy and the national data platform for construction and development.
    He pointed out that the Iraqi Council of Ministers approved in 2019 the strategy for housing reconstruction and housing development in Iraq, and this program is in the process of reviewing and updating it in cooperation and with the support of the Ministry of Construction, which will be developed and completed in the coming years.
    He continued: This includes re-reviewing laws, regulations and legislation, with regard to adequate housing and the use of modern construction methods and green building standards.
    He noted that since 2017, the United Nations Human Settlements Program has rehabilitated and built more than 6,000 homes, and 23 drinking water and sanitation facilities in clinics and schools were rehabilitated, including 30 parks and public areas, and 3,500 unemployed young men and women were trained, 20 thousand opportunities were created.
    He stressed that, with the support of the European Union, the United Nations Human Settlements Program is dealing with the Ministry of Planning and other government partners to address the issue of slum areas legislatively and executively, including the Slum Law, which was returned to the Council of Ministers for review, and we also hope that it will be reformulated and evaluated again through Parliament.
    He concluded his speech by saying that, according to the memorandum of understanding signed between the Ministry of Construction and Housing, public municipalities, and the Habitat Programme, we aim to establish the methodology and mechanisms for developing a modern housing development policy in Iraq, as the United Nations Program supports the Ministry of Construction and Housing to raise capabilities, planning, program development, environmental design, and green construction. .
