    Al-Mutlaa was the Iraqi-Kuwaiti border throughout history, that is, before and after Kuwait’s independence, both during the royal era in Iraq before 1958 and also after it. When Abdul Karim Qasim demanded Kuwait and relations between the two countries became tense, the 1963 revolution took place in the month of February, and Abdul Karim Qasim was killed, and relations between the two countries improved. Abdul Salam Arif came and became President of the Republic and Ahmed Hassan Al-Bakr became Prime Minister. The Kuwaiti government donated 30 million Kuwaiti dinars to the government of Ahmed Hassan Al-Bakr in exchange for the Iraqi government ceding a distance of 76 kilometers in length (i.e. hundreds of square kilometers) to Kuwait at the expense of the interest of the Iraqi people and against their will and without their knowledge. (He gave the prince what he did not have), and the borders moved from Al-Mutlaa to Al-Abdali. These borders were not officially established at the international level, but they were established after Saddam occupied Kuwait and left it with Security Council Resolution 833, and after the collapse of Saddam’s regime after his loss in the war, Kuwait occupied another distance after If the Iraqi border buildings in Safwan were blown up and they became Kuwaiti lands without right, and in addition to that, Kuwait occupied Iraqi lands towards Umm Qasr. All of these lands that were seized from Kuwait are in violation of Resolution 833 because this resolution recognizes the 1963 borders (which includes lands for a distance of 76 kilometers that Kuwait seized by bribing the government of Ahmed Hassan al-Bakr), and here I would like to draw attention to Resolution 833 that does not recognize the borders and lands that Kuwait seized, whether towards Safwan or Umm Qasr in the nineties of the last century, so it is in our interest to go to the International Court of Justice to demarcate the land borders. The navy is between the two countries in accordance with Resolution 833, but in any case we officially lost the 76 km distance between Al-Mutlaa and Al-Abdali.
    Of course, the matter cannot be referred to international courts except with the agreement of both parties, Iraq and Kuwait, and I say that it is in the interest of both countries to go to the International Court of Justice. As for Iraq, beware of weak-minded negotiators for fear of submitting to Kuwait (unfortunately, since the government of Ahmed Hassan al-Bakr, the Kuwaiti government has learned that it can bribe corrupt Iraqi politicians and buy their liabilities and Iraqi lands for a few dirhams). As for Kuwait, for fear of the future, Kuwait is the weak state before Iraq and not Its interest is to keep the border issue not officially defined.
    I was one of the most sympathetic to the Kuwaiti people when Saddam occupied Kuwait, and so was the majority of the Iraqi people, and from this position, after resolving the outstanding matters, God willing, I call for the building of solid fraternal relations between the two brotherly peoples. Most of the Iraqis rejected Saddam’s reckless policies in his occupation of Kuwait and were They refuse to buy goods stolen from Kuwait because they are goods usurped from their Kuwaiti brothers. We must also turn the page on the past and open a new page for the benefit of the two peoples and a fraternal future for the benefit of the two countries to achieve progress and prosperity for our two countries and for all countries of the region.
