Tuesday is an expected session of Parliament and there is no agreement on Al-Halbousi’s replacement

Baghdad/ Tamim Al-Hassan
There does not yet appear to be a political agreement to choose a replacement for “Mohamed Al-Halbousi,” the Speaker of Parliament who was dismissed by the judiciary about two months ago.
The coordination framework became more controlling over the issue of the Speaker of Parliament after the results of the local elections, which showed the coalition’s superiority by more than half of the seats.
The Shiite coalition's grip on positions may increase if it succeeds in appointing close governors in areas of Sunni influence.
The Federal Court decided in mid-November to dismiss Al-Halbousi based on a “forgery” lawsuit filed by Representative Laith Al-Dulaimi, who was also dismissed by the court due to the same lawsuit.
The corresponding Speaker of Parliament criticized the decision, describing it as “political,” and his Taqadum party threatened to resort to the street and international courts in response to the overthrow of Al-Halbousi.
For unknown reasons - expected to be appeasement or pledges made by the framework - Al-Halbousi's tone declined, but his party insisted on postponing the session to choose the alternative until after the results of the local elections.
Political sources tell (Al-Mada) that “the coordination framework seems relaxed now regarding the issue of the Speaker of Parliament and may keep Mohsen Al-Mandalawi for as long as possible.”
Al-Mandalawi has been running Parliament since the overthrow of Al-Halbousi. Mandalawi is the first deputy speaker of Parliament and a leader in the coordination framework, and his list (Al-Basas) won 5 seats in the local elections.
The sources add, “The coordination framework is still waiting for the Sunni forces to agree on one candidate, and if this is not achieved, it will go to supporting multiple nominations.”
Before the local elections last month, the Sunni forces submitted the names of between 5 to 7 candidates to the coordination framework, which said it would conduct an audit of the names submitted.
Choosing a replacement for Al-Halbousi was just around the corner last month, before the parliament session designated for this matter was postponed for unknown reasons.
In the last week before the elections that took place on December 18, the Presidency of the House of Representatives informed the House of Representatives that the session had been postponed until “further notice.”
Behind the scenes, the Sunni forces leaked talk of a “side agreement” that took place between Al-Halbousi and Muthanna Al-Samarrai, the leader of the Azm Alliance, who aspires to obtain the position of Speaker of Parliament, which caused the issue to be postponed.
Muthanna Al-Samarrai had put his name on the list of candidates for the position, and he also presented Mahmoud Al-Mashhadani, a leader in Azm, as another candidate for the position, and he enjoys the support of part of the coordination framework.
Leaks reported that parties within the Shiite framework were “not welcoming holding the session before the elections because they need a longer time to determine their options and the name of the candidate.”
In addition, until the last hours of political negotiations before the special session that was postponed, no agreement was reached on a single candidate out of three: Al-Mashhadani, MP Salem Al-Issawi, and Al-Samarrai.
In addition, Atheel Al-Nujaifi, a leader in the Al-Hasam Alliance, which is led by Defense Minister Thabet Al-Abbasi, says, “The results of the local elections did not show new political forces, especially in Anbar, so the same old names will remain the candidates.”
Al-Nujaifi had considered postponing the selection of a new speaker of Parliament until after the results appear, which is best for the “coordination framework” to support the most reliable personality or party in the Sunni street.
Al-Nujaifi confirms to (Al-Mada) that “the same names will be repeated, but I am convinced that the candidate of the Taqadum Party will not receive the support of the framework.”
Taqadum, led by Al-Halbousi, outperformed the rest of the Sunnis in the election results, despite the ousting of the list’s leader a few weeks before voting day. The list won 21 seats.
There is talk behind the scenes that Al-Maliki, the leader of the rule of law, supports the nomination of Mahmoud Al-Mashhadani because of what is said to be “returning the favor” to the latter, who obstructed a session in Parliament last year that almost overthrew the Shiite framework’s ambition to rule.
Al-Mashhadani was at the time the Speaker of Parliament, which had just convened following a political debate and “framework” demonstrations against the results of the legislative elections in 2021, when the former pretended that he had been beaten inside the Assembly - according to what he declared in television interviews - to prevent what was known as the tripartite alliance (Al-Sadr, Al-Halbousi, and the Hezbollah Party). Democratic) from forming the government.
On the other hand, other parties in the "Frame", such as Ammar al-Hakim and Haider al-Abadi, tend to agree with a candidate presented by al-Halbousi, while Qais al-Khazali (the leader of Asaib) supports the Azm coalition, and Falih al-Fayyad, the head of the PMF, supports the candidate Salem al-Issawi.
The “Framework” had reached the conclusion that the issue would be postponed until after the elections, in order to avoid any political instability that might hinder the vote.
Political sources talk about the coordination framework: “Mandalawi may stay for a longer time if he is able to include his Sunni allies in Baghdad in the map for forming the new conservatives.”
In addition, Arif Al-Hamami, a member of the Legal Committee in Parliament, in an interview with Al-Mada, expects a new session of Parliament to be held tomorrow, Tuesday, which may witness the selection of the Speaker of Parliament.
Last Saturday, the Presidency of the House of Representatives announced the agreement to set January 9 (Tuesday) as the date for the start of the first legislative term of the third legislative year.
In a statement, the Presidency called on the parliamentary blocs and committees to resume their legislative and oversight work, while announcing that it would set the date for the next regular session to complete the legislative and oversight dues, in addition to “setting a session to elect the president.”
Al-Hamami says, “Negotiations to choose the Speaker of Parliament are continuing, but no single candidate has been reached.”
A member of the Legal Committee confirmed that, “In most cases, all candidates for the position will be put to a vote before the House of Representatives.”
