    [size=45]Iraq suffers from a number of “negative” phenomena that came after the year 2003 in particular, but the most dangerous of them were those facing the education sector, which is considered one of the basic pillars of the development of any country. The phenomenon of “fake certificates” spread and they were granted to everyone.[/size]
    [size=45]Iraq did not know about fake certificates until the late 1970s, but the conditions it went through had a negative impact on all of life, including the education sector.[/size]
    [size=45]The story of forgery became a common and regular issue in Iraq after 2003, and included ministers, deputy ministers, deputies, and a number of advisors, some of whom did not even have a degree.[/size]
    [size=45]Member of the Parliamentary Education Committee, Firas Al-Muslimaoui, confirmed the presence of “fake academic certificates” in small proportions in Iraq, and while he referred to the “abroad certificates” file, he touched on the issue of “diploma equivalency.”[/size]
    [size=45]Al-Muslimaoui said, in an interview with (Al-Mada), that “fake certificates are an executive file, concerned with the Ministry of Higher Education and Scientific Research,” noting that “there are standard scientific committees formed by Iraqi universities to follow up on this file.”[/size]
    [size=45]He confirms that “the issue of forgery exists in all countries of the world in certain proportions,” adding: “We cannot judge all certificates if there is only a 1% percentage.”[/size]
    [size=45]He added, “There is great difficulty in forging Iraqi certificates granted within the country, but there are some certificates obtained from outside Iraq,” pointing out that “the Ministry of Education, under parliamentary oversight, has developed new plans to exclude any forgery from any unreliable international university.” .[/size]
    [size=45]Al-Muslimaoui points out, “Education in Iraq is solid, but this does not negate the existence of gaps here and there,” calling on the concerned executive authorities, “the necessity of exposing counterfeiters, holding them accountable, and imposing the maximum penalties on them.”[/size]
    [size=45]Regarding the equivalence of foreign certificates, the parliamentary education member explains, “There are controls, restrictions, and parliamentary follow-up to the missions department concerned with the equivalence of foreign certificates, as there are strict controls set by the ministry for the equivalence of any certificate that comes from outside Iraq,” adding: “These committees change from time to time.” And another.”[/size]
    [size=45]In addition, the Ministry of Education counted the number of forged certificates that were seized during the year 2023, while stating its plan to diagnose and combat this issue.[/size]
    [size=45]The Ministry’s spokesman, Karim Al-Sayed, stated in an interview with (Al-Mada) that “The General Directorate of Documents and Certificates is responsible for confirming or not confirming the validity of the issuance of academic documents, following them up, and studying everything related to them.”[/size]
    [size=45]He added, “The Ministry of Education was able to seize approximately 450 forged certificates during the year 2023,” noting that “the Ministry informed the relevant and competent authorities about them.”[/size]
    [size=45]The Education Spokesman points out, “This file is part of the Ministry’s basic work, as it is doing everything in its power to reveal more certificates and confirm the authenticity of the certificates issued by various state institutions.”[/size]
    [size=45]Regarding whether the certificates that were seized belonged to figures holding high positions, Karim answered: “This case does not appear with the Ministry of Education, because the certificates are either primary, middle, or middle school, and with the full name and not the title or character.”[/size]
    [size=45]The Iraqi Penal Code No. 111 of 1969 considers forgery a crime against honor, as Article 289 of the aforementioned law stipulates that the crime of forgery shall be punished “with imprisonment for a period not exceeding 15 years for anyone who commits forgery in a government document.”[/size]
    [size=45]In addition to Article 291 of the Iraqi Penal Code, which indicates that the crime of forgery “deserves the perpetrator of removal from his position and the recovery of all salaries that were paid to him.”[/size]
