Wasit / Jabbar Bejay
The teams affiliated with the Wasit Governorate Environment Directorate, which specialize in detecting and investigating environmental violations, continue their field tours throughout the districts and districts of the governorate. These tours include government institutions and others of private benefit, especially various industrial and production projects.
These tours resulted in the issuance of a series of warnings and the imposition of fines, in addition to temporary closure procedures for some factories and projects that violate environmental conditions.
On the other hand, the Urban Environment Division and Noise Monitoring Unit launched a project to measure noise levels in the industrial areas of the governorate with the aim of achieving a safe and sound environment.
The Director of Wasit Environment, Engineer Sabah Abbas Falih, said, “The activity of detection and investigation of environmental violations by our teams is almost daily and includes all government institutions, especially hospitals, water projects, sewage plants, fuel filling stations, sanitary landfill sites, and other laboratories and industrial and production projects, in addition to other projects.” Private benefits of various kinds, all in order to monitor environmental violations and urge the violating parties to remove them.”
He stated that “there are several committees, each of which carries out its tasks separately, the most important of which are the Water Protection Committee from Pollution, the Air Protection Committee from Pollution, the Soil Protection Committee, the Biodiversity Protection Committee, the Hazardous Materials and Waste Management Committee, the Climate Change Committee, the Disaster and Crisis Committee, and the Development Committee. Sustainable environment, in addition to the School Environment and Health Committee, each of which extends its work area throughout all regions of the governorate.”
He pointed out that “among the tasks of these committees is to issue warnings as a first stage to violators, whether they are government institutions or other institutions belonging to the private sector. The goal of the warning is to remove the existing violation after granting the violating party a period of between seven to ten days depending on the type and size of the violation, and the next step is to impose financial fines in accordance with The law, and if the violation continues and is not removed, the project will be closed for a temporary period and its activity cannot be resumed unless the violation is lifted.”
Fleih explained, “The most monitored places are sanitary landfill sites belonging to municipal departments, as well as those belonging to the private sector, where several warnings were issued and fines were imposed on some of those sites due to the random burning of waste and its scattering inside and outside the landfill site, which was monitored in more than one place.” From the monitoring teams in the Wasit Environment Directorate.”
Pointing out that “Wasit Environment issued a number of warnings to industrial and agricultural activities for violating environmental conditions and laws, including water production plants, a dairy plant, a table salt production plant, poultry companies for the production of table eggs, and other projects that produce construction materials such as brick factories and others. The goal of all of this is to create a safe, clean environment that does not cause harm.” Harm to an individual’s health.”
In another context, he said, “The Chemicals Control Division in the Wasit Environment Directorate, in cooperation with the competent security authorities, civil defense, customs, and agricultural equipment, carried out inspection tours in the center of the city of Kut to follow up on the circulation of dangerous chemicals and fertilizers such as urea and Dab fertilizer, and to indicate the legality of the possession of these materials and the mechanism of storing them in companies.” Agricultural offices that deal with it.
He added, “In accordance with the directives of the Ministry of Environment and in light of the decision of the Environmental Protection and Improvement Council in Wasit Governorate, permanent committees were formed for the Council, the aim of which is to confront climate changes in the governorate and activate measures aimed at mitigating, adapting, and reducing the effects of climate changes, especially with regard to the issue of desertification, encroachment of sand dunes, the spread of drought, and how to confront it.” This is done through developing studies and preparing specialized research.”
He explained that “the most important decisions issued by the Council were to oblige the Wasit Agriculture Directorate to equip farmers with modern irrigation systems in agriculture to confront water scarcity, in addition to the necessity of holding awareness campaigns for farmers on how to deal with irrigation water using modern irrigation techniques in agriculture, as well as obligating the Water Resources Directorate to Wasit not to grant water quotas except after submitting a legal pledge by the farmers to use modern irrigation techniques to water the crops.”
He pointed to “the formation of a joint committee headed by the Deputy Governor and membership of the Environment, Agriculture and Municipalities to follow up on afforestation campaigns throughout Wasit Governorate, which are implemented by the municipalities of Wasit in cooperation with supporting parties in order to increase green spaces and reduce desertification and oblige government departments and institutions in Wasit to prepare programs to confront climate change.”
He stated that “the technical teams in the Wasit Environment Directorate carried out a measurement of noise levels in industrial areas, indicating that the field measurements were within the limits allowed for industrial areas according to the Noise Control Law of 2015 and that the Directorate is continuing this project, which aims to create a safe environment from noise.” .
