[size=45]The Central Committee of the Iraqi Communist Party held its regular full meeting in Baghdad on July 4-5, 2024.
The meeting began with a minute of silence in honor of the comrades and friends who passed away during the past period, and in honor of the martyrs and victims of our Palestinian people. The attendees also proudly recalled the movement of the martyr Hassan Saree and his comrades in the valiant uprising of July 3, 1963, praising their exploits and great sacrifices.
The meeting discussed in detail the developments taking place in Iraq and the region, and their repercussions on the political, economic and social situations.
The attendees stressed that our country is facing crises and difficulties that become more complicated with time, and that the political forces holding power and dominating it are clearly incapable of providing radical solutions and treatments, as a result of their adherence to a failed approach to managing the state and its institutions - the infamous quota approach, according to which power and wealth are divided between a ruling minority - an oligarchy, deeply corrupt, desperate to preserve its political power, interests and influence at a high price paid by Iraqis, regardless of their affiliations. This accumulated failure has led to the weakening of state institutions, the dominance of narrow interests, and the blurring of boundaries between authorities, at the expense of enforcing the law and the constitution, which has come to be interpreted according to clear political whims.
The meeting studied the economic and social trends of the ruling forces, trends whose expected results are quickly beginning to appear, including the expansion of class and social stratification, the rapid growth of capitalist relations, in light of a dependent and distorted capitalist development and an unbridled market economy, and the consolidation of the ruling minority’s dominance over economic life and its control over the country’s wealth, in contrast to an overwhelming majority exhausted by miserable living conditions, poverty and unemployment, as a result of the repercussions of crises and poor basic services. This is clearly evident in the tendency to lift the state’s hand from essential sectors and unleash privatization, and stop support for many service and production areas.
The meeting stressed that the manifestations of the spread of corruption and loose weapons, which accompanied the quota approach, have become dangerously growing, expanding at the expense of the state and the law, and taking different forms and formulas after they spread in the state’s institutions, both civil and military, and unfortunately found their way into society.
The attendees considered that confronting these phenomena that threaten the building of the state requires a comprehensive national campaign. First, any measures to pursue it must not be politicized, nor must they be obstructed under any pretext, and the corrupt must be pursued, regardless of their nationalities, sects, religions, political orientations, and political and functional positions in the state. Effectively confronting the phenomenon requires examining the factors and reasons for its spread and prevalence, and exposing those who stand behind it and perpetuate it, which must be a priority in order to limit it and save our country from this scourge.
The meeting considered that one of the repercussions of the growing corruption has become evident in the electricity crisis, which has become open without time limits, in light of the failure to fulfill all previous and current government promises. Our Communist Party affirms that solving this crisis is not impossible, but rather requires a real political will that looks at the suffering of the people before the media show and attempts at political gain by officials. In addition, all solutions will remain suspended and difficult to implement if the quota forces and corruption mafias continue to perpetuate this crisis, taking into account their interests and the interests of their external sponsors and to increase their thefts.
The meeting deliberated deeply on the procedures, decisions and legislation that restrict public freedoms and the right to express political and intellectual opinions and positions, as well as other rights and freedoms stipulated in the constitution. It also restricted the scope of work of civil society organizations and cultural institutions. The attendees warned of the danger of the continuation of these systematic practices on the horizon of building democracy in Iraq, the stability of the country and the well-being of the people, expressing their condemnation of all repressive practices, especially those targeting protest and demand gatherings in various cities of the country.
The meeting called on all forces that believe in working to get rid of the system of quotas and corruption and build a civil democratic state, to show solidarity and cooperation in order to stop the attack on the space of freedoms that is shrinking day after day.
The meeting indicated an escalation in the level of foreign interventions without serious positions to preserve the country's independence, sovereignty and independent national decision, and that talk about removing all foreign forces present on Iraqi territory remains mere slogans raised to pressure this party and that.
The Central Committee meeting stressed that the reality of the current negative conditions constantly stimulates elements of rejection and opposition, which, although they are almost not mentioned in the House of Representatives currently due to its current composition and the quota-based collusion within it, remain present in society, grow and expand and continue to need cooperation, coordination and clarity in approach, visions and goals, in order to build a broad popular and political alignment from various national forces and figures, keen on saving the homeland and defeating the approach of quotas, sectarianism and corruption, and imposing the will for change and moving forward, towards building a state of citizenship, true democracy and social justice.
The meeting also stopped at the House of Representatives’ decision last month to ratify the official holidays law that the government submitted a draft of, and not to include the glorious July 14, 1958 revolution in it and to ignore this great national day, which was met with widespread anger and denunciation among our people and national forces.
The attendees stressed the need to exert pressure and work in various popular, legal and constitutional forms to correct this unfair mistake so that this revolution remains an inspiring example for achieving real accomplishments for our people, its workers, farmers and toilers, and its various categories and spectrums.
The meeting called for commemorating the anniversary of this glorious revolution, which will be in a few days, with large and diverse activities so that it remains rooted in the conscience and feelings of millions of Iraqis.
The attendees stressed that the Communist Party does not criticize the manifestations of the general crisis in the country and its ramifications, but rather it also presents proposals to address it and limit its repercussions on citizens, in its official statements and studies that it presents through its press and available media outlets.
Regarding regional and international developments, the leadership of the Iraqi Communist Party affirmed the firm position on the Palestinian issue, and renewed the solidarity of Iraqi communists with the Palestinian people in their just struggle and heroic confrontation of the brutal Zionist occupation aggression, and in order to achieve their legitimate rights, foremost of which is the establishment of their independent national state on their land with Jerusalem as its capital.
The party praised South Africa's courageous stance and the lawsuit it filed with the International Court of Justice, stressing the need to implement the court's decisions to stop the Israeli war of extermination in Gaza.
The meeting also renewed the Iraqi Communist Party's solidarity and support for the Communist Party, nationalists and democrats in Sudan, stressing its steadfast support for them for a democratic civil alternative and a government that represents the will of the people for peace, true democracy and a free and dignified life. It also renewed its declared position on the Russian-Ukrainian war and called for its immediate cessation and return to the dialogue and negotiation table.
On the level of party activity, the attendees discussed extensive reports on the party's work and the performance of its leadership bodies, specialized committees, party localities and the activity of its organizations inside and outside the country.
The meeting discussed what has been achieved during the past period, and paid great attention to improving and advancing leadership work at various levels, the programmed and planned approach to address gaps and shortcomings, and intensifying work to build effective and cohesive party organizations that are close to the masses and their concerns, and qualified to defend their interests and rights and support their demands and protest struggles.
The meeting took a number of decisions that would advance the party's work and role in political life, strengthen the party organization, its activities and initiatives at the popular level, adopt citizens' demands and mobilize them to defend them, and pay special attention to the struggle for women's rights and end all forms of violence and discrimination against them.
The Central Committee studied a detailed report on the party's administrative and financial situation, and stressed the need to exert efforts and launch various initiatives and activities to support its finances. In this regard, the generous contributions and donations of comrades, friends and citizens were appreciated in support of the party's national campaign to build its central headquarters in Baghdad. The meeting approved the launch of the second campaign to collect donations until the completion of the construction of the House of Communists... the House of Iraqis.
The two-day meeting concluded by emphasizing the role of the Communist Party in defending the interests of workers, toilers, farmers, intellectuals and all the daughters and sons of our people from manual and intellectual workers, with emphasis on the role of youth and women and their effective contribution to building a modern, democratic civil state in a free, prosperous Iraq, fully sovereign and possessing its independent national decision.[/size]
