"Liberated areas" continue suffering and forgotten promises

Despite the passage of nearly 7 years since the liberation of the governorates and regions from the clutches of the buried "ISIS" terrorism, most of those liberated areas are still suffering from neglect and weak implementation of promises to rebuild them and return their displaced and immigrant residents.
The head of the "Orient Center for Strategic Studies and Information", Ali Mahdi Al-Araji, said in an interview with "Al-Sabah": "There is a weakness in implementing the promises or political agreement papers regarding the reconstruction of the liberated areas, and the shortcomings in this file cannot be attributed to the executive authority; as it is the product of a political process managed by political actors in the country, especially with regard to fateful issues such as the general amnesty and the displaced, not just the service aspect."
He pointed out that "these areas constitute a (winning electoral card) that can be used to undergo the electoral experience and demand rights, and after that these demands end and are transferred to the next session," noting that "if there was a real motive to end this file, we would have witnessed a quick move to resolve this file, which seems thorny due to security connections, some of which are internal within the borders of the governorate itself, and others are shared, and this is more difficult than the first and cannot be implemented."
For his part, the head of the "Defenders of Human Rights Organization", Dr. Ali Al-Bayati, explained in an interview with "Al-Sabah" that "the main reason for the continued suffering in the liberated areas, especially for the returning families, is the absence of an integrated effort. These areas were completely destroyed by the terrorist organization (ISIS), and their infrastructure was targeted, which clearly affected the level of services, especially health, education and learning, in addition to the deterioration of roads and bridges and the failure to clear many of them, and the same thing in many agricultural areas that were a source of livelihood for the families living in them, with the failure to find real serious mechanisms for community reconciliation, preceded by real transitional justice."
Al-Bayati pointed out that "the remaining number of displaced persons are mostly in the Kurdistan Region, and a smaller number reside outside the region. They are families who had members within the ISIS organization," indicating that "the reason for the continued presence of these families in the region is the weak coordination between the federal side and the region, and the fear of the people to return for the reasons mentioned above, and other political reasons."
Meanwhile, the head of the "Regional Center for Studies", Ali Al-Saheb, explained in an interview with "Al-Sabah" that "the Ministry of Migration and Displacement recently closed most of the camps for the displaced, assuming that they would return to their areas of residence, and this is a clear failure of influential political blocs and parties in those areas that are witnessing political conflicts between leaders who are supposed to be in the service of their audience and voters, so we hear from time to time calls for help from the people to address these failures."
