    BAGHDAD / JD / .. announced the central bank, announced the launch of futures delivery in US dollars bonds (bearer) on behalf of the Ministry of Finance, while noting that the amount of the value of bonds of up to $ 2 billion. 

    The bank said in a statement / dinars / received a copy of it: we will subtracting the delivery term currency dollar bills (bearer) on behalf of the Ministry of Finance, dated August 2 and until 31 August next, noting that the bond issue will be four categories (in 2500 and 10000 and 50000 and 100000) US dollars and a total of $ 2 billion dollars. " 

    He explained: is sold These bonds in Iraqi dinars at a price (1095) dinars per dollar,     and is payable by the Ministry of Finance end of next year in 12/31/2016, noting that it will pay in dollars for maturity. 
     He said the bank: that these bonds can be used as collateral for loans or facilities require guarantees. / end / 22 /

    Please don't tell me that this is saying that the dinar moves from 1166 to 1095 until 2016. Because when I read this, this is what I see....

    no it just means these bonds are valuing the dinar in relation to the dollar at an increased value [6%], however after the RV these bonds would be remeasured in that value relationship to reflect the new value.
