Parliament recognized the difficulty of passing the law on demarcation in the Parliament

    Deputies
from various parliamentary blocs scarcely pass a law governing
delimitation for the provinces in the House of representatives despite
Governments of the Centre and the region.

    While some felt that
such laws are passed on in accordance with the principle of a single
basket through dialogue with the blocks and the agreement with them,
others considered "suspicious" transactions between the two sides.

    The
President, Jalal Talabani, was filed in October 2011 to Parliament a
Bill to redraw administrative borders of provinces covered by article
140 of the Constitution and return to the past, prior to 1968, the year
that the outlawed Baath party to power in Iraq.

    The Federal
Government agreed that Nouri al-Maliki with the President of the
Kurdistan Regional Government, nechirvan Barzani, during the latter's
visit to Baghdad at the beginning of may on the need to ratify the draft
law on administrative boundary for cities and regions that have been
changed in the bygone era of the system within the policy of Arabization
and ethnic and sectarian conditions sabotage.

    Member of the
House of representatives on the current block of Hassan explained that
such agreements between the two sides need to be regulated according to
    the law.

He said in an interview for "sourcing Centre for the
Iraqi media network:" the request made by the President of the Republic
on demarcation for arrived to the House has been converted to a
Committee of the regions and governorates that are not organized in the
territory, "he said, adding that this topic is still under discussion.

    Attorney
drew to a split among the deputies on the border demarcation, were
supported and considered to the right of them opposed, noting that such
laws are resolved in accordance with the principle of a single basket
through dialogue with the blocks and the agreement with them or through
agreement with the majority in the House of representatives to pass.

    Meanwhile,
the Iraqi list MP Arshad Salhi the agreement between the Federal
Government and the territory "suspicious transaction".

    Salehi
said that the Government could apply what territory provided that they
do not come at the expense of the national interest of all, the
Government continues to provide such deals.

    In turn, the Attorney
for the State of law Coalition Janan albrism demarcation Act submitted
by the President of the Republic had many problems, indicating that most
of these problems is a major change in the boundaries of a number of
provinces during the toppled regime, adding in an interview for
"sourcing Centre for the Iraqi media network" there is a lot of
provinces and districts and counties have been merged with other nearby
borders for political reasons after deducted, certain that this law
needs to be revisited and political consensus.

    Alerted to the
need for the intervention of the Ministry of planning in order that this
topic has nothing to do with the peaceful coexistence between the
components of these areas after the merge.

    For its part,
considered the Kurdistan blocs Coalition MP introduced Aziz that the law
would "restore the right to his companions."

    Azisali pointed out
that this law would cover all provinces be applied, telltale of a frank
and clear in the article of the Constitution and article 140, which
States the need for the return of the counties and districts of the
provinces whether time-outs Kirkuk or Mosul or Diyala to Census and then
a referendum for the position and whether the people would prefer to be
part of the Kurdistan region or the Central Government.

    Article
140 of the Constitution (first: the Executive authority shall take the
necessary steps to complete implementation of the requirements of
article (58) of the law of Administration for the State of Iraq for the
transitional period, with all its paragraphs.

    II: the
responsibility of the Executive power in the Transitional Government, as
set out in article (58) of the law of Administration for the State of
Iraq for the transitional period, and continue to the Executive
Authority elected under this Constitution, to complete full
(normalization, census, ending with a referendum in Kirkuk and other
disputed areas to determine the will of their citizens) in a maximum
thirty-first From December 2000 and seven), adding that all laws within
the House of representatives must be political consensus such as the
demarcation of the border Act must be political consensus and consent by
    the majority.
