    Investors and businessmen have confirmed that central government and federal governments are deliberately obstructing the completion of infrastructure modernization projects and the reconstruction of war-torn cities. 

    The businessmen complained from the Ministry of Construction, Housing and Municipalities, and said that senior officials in the departments of this ministry and in the provinces deliberately obstruct the implementation of the directives of the Government of Abadi in simplifying procedures and preventing extortion faced by investors and entrepreneurs to modernize the economic and social structures in Iraq. 

    In this regard, an Iraqi businessman said: "The state is suffering large losses due to deliberate delay in the implementation of the Ministry of its obligations to companies and developers of modernization projects, or from private sector service contractors to stop their work in the form borne by the ministry and its employees.

    The businessman explained that "the problem is a conflict between the structures and competencies of the Ministry of Construction and Housing with responsibility for pursuing strategic projects to modernize the infrastructure of service networks, which affects those projects that Iraq looks forward to from donor countries." 

    He pointed out that some businessmen and investors met in Baghdad last week, and deliberated their business, and agreed on the need for government intervention in speeding up the procedures and prevent the delay in the facilities of the State in question, especially the Ministry of Construction and Municipalities.
