    Revealed a political source for the situation of Prime Minister Haider Abadi new conditions to start a bilateral dialogue with the Kurdistan government to end the Kurdish crisis.
     
    The source said in a press statement on Thursday, Abadi put 10 conditions for talks with the Kurdistan government. "
     
    He pointed out that "the conditions set by Abadi to conduct talks with Erbil, comes in harmony with the conditions in which the Kurdistan, through which it can know the magnitude of the difficulties faced by officials of the north to get out of this crisis."
    Conditions of Abadi:
     
    1. Emphasize the need to uphold the unity of the country and the Constitution and respect for the sovereignty of the federal government.      
     
    2. Repeal the "referendum on secession" held by the region on 25 September in an official and frank manner, not freezing it.      
     
    3. Hand over all border and airport ports in Kurdistan to the federal authority.      

    4. Deliver the oil and non-oil revenues of the region and the importation of levies and fees to the government institutions in the region for the state in Baghdad.      
     
    5. Hand over all wanted persons in the region to the Iraqi judiciary.      
     
    6. Return to the administrative border line of the Kurdistan region before 2003 (ie before the US occupation of Iraq).      
     
    7. Linking the Peshmerga forces to the Federal Ministry of Defense.      
     
    8. Undertaking not to shelter wanted persons to the central government.      
     
    9. The failure of any Kurdish government official to travel without the consent of the federal government in the same way as the government officials in Baghdad.      
     
    10. Not to receive any international official until after passing through Baghdad and the approval of the federal government.  
     
    The Iraqi Government affirms that these conditions are derived from the Constitution, and the commitment to them is one of the necessities of preserving the security, unity and sovereignty of the country and in the pursuit of its supreme interests. In other words, they are not personal, partisan or similar.

    It seems that the talks between the central government of Iraq and the authorities of the Kurdistan region has entered a sharp turn because of the deep and multifaceted differences between the parties, despite the efforts of some external bodies, including the United Nations to pressure Prime Minister Haider Abadi to persuade him to hold these talks.
    In the past few days, the President of the Kurdistan Regional Government, "Nigervan Barzani" and his deputy, "Qabad Talabani," a visit to France and Germany to persuade officials in these countries - apparently to mediate with the Iraqi government and a person Abadi to accept the talks with Erbil to resolve the outstanding dispute between the two sides .
    These developments coincided with the popular demonstrations witnessed by Kurdistan in protest against the economic and political situation in the region, which increased pressure on officials there for talks with Baghdad to find solutions to the intractable crises in the region.

    - Sharp political rivalry between the main Kurdish parties in the region.
    - Opposition of Kurdish parties, including the movement of change, "Kuran" and "Islamic Union of Kurdistan" to the government of Nigervan Barzani, and joining the demonstrators demanding a change in the situation in the region.
    - Administrative corruption and legal violations by many officials in the region.
    Many observers believe that the "referendum on secession" in the region three months ago, despite the opposition of the Iraqi government and neighboring countries and the international community was aimed primarily to remember the growing problems in the region in various fields.
    These and other facts confirm that there is no doubt that the region is facing real crises that prevent it from imposing preconditions for talks with the Abadi government, unlike the latter, which the constitution grants powers to impose its prestige and enforce law throughout Iraq and in all fields.
    The situation in Kurdistan has been exacerbated by the Iraqi government's ability to impose its control over the oil-rich province of Kirkuk, which has greatly weakened the possibility of imposing conditions by the region on the central government, which has taken control of the rule of law and support large segments of Iraqi society for its actions to reduce Of the possibility of the uniqueness of the region with many decisions that concern all components of the Iraqi people from north to south and east to west and in various fields.
    It is hoped that the government of the region will have sufficient will to favor the interests of the country on party and factional interests, because the Iraqi constitution requires it on the one hand, and the conditions of the region does not allow individuality decisions fateful, on the other hand, in addition to Iraq is in dire need of political stability to be able to overcome the economic crises And the security risks despite the impressive victories achieved by the security forces and popular mobilization, which has been able to inflict defeats once terrorist groups and tycoon, especially "urging" and the liberation of all the cities and areas under his control in the past.
