Al-Arabi newspaper reported on Monday that Prime Minister Haider al-Abadi handed over a list of 13 conditions to the Kurdistan Region, which must be implemented by Erbil before starting any dialogue with the region under the auspices of the United Nations Mission.

"The prime minister handed over the terms of return to the negotiating table with the Erbil government for mediators and was handed over to the Erbil government, which it considered impotent and evidence that the intention of military option still exists with Baghdad," the newspaper quoted a senior Iraqi minister as saying.

The newspaper added that "the most prominent conditions and the total number of 13 conditions include cancellation of the referendum, not freezing, an official declaration and the delivery of all the ports and airports in Kurdistan to the federal authority, and the delivery of oil and non-oil revenues of the province and imports of levies and fees for government institutions in the region of the state in Baghdad, All wanted for the Iraqi government in the region to Baghdad, and return to the administrative border line of the Kurdistan Region before 2003 (US occupation of Iraq). "

The conditions include, according to the newspaper, "the Peshmerga forces link the Iraqi Federal Ministry of Defense, the pledge not to shelter the wanted central government, not travel by any Kurdish government official without the consent of the federal government in the same as the government officials in Baghdad, not to receive any international official only after passing through Baghdad and the approval of the government Federal ".

The Iraqi minister pointed out that "the current conditions according to the government all do not conflict with the Iraqi constitution, and demands Abbadi as a prerequisite for the start of negotiations," pointing out that "there is support from Iran and Turkey for the steps of Abadi and American reservation seemed clear recently from Abadi in the crisis and not to create any Flexibility ".

The minister pointed out that "the government of Arbil or the Barzani family more accurately will agree to any conditions in exchange for lifting sanctions on the region, which may turn into a spark of popularity in which the fall of their leadership Kurds Iraq," noting that "the demonstrations can expand with the continuation of the status of the region suspended in this form "He said.
