    A businessman who once lived in government-sponsored housing as a subsidy issues the Sunday Times list of the richest people in the UK .
    Jim Ratcliffe founded Enios Chemical Co. to take first place on the list with a £ 21.05 billion fortune, after finishing 18th last year .
    Two of Enio's executives also ranked on the list, which ranks Britain's richest 1,000 people or family .
    The list revealed a decline in the wealth of the famous chef Jimmy Oliver, and the owner of a group of major fashion companies in Britain, Philip Green .
    The 65-year-old Ratcliffe was living in a subsidy residence in the town of Wailsworth near Manchester and then moved on as a boy to East Yorkshire .
    He received his high school education at Beverly Grammer School, then studied chemical engineering at Birmingham University, and received an MBA from the London School of Business, according to the Financial Times .
    Ratcliffe's father worked as a carpenter in a factory that specialized in making laboratory furniture, while his mother worked in an accounting office .
    Ratcliffe is now locked in a legal battle with the Scottish government because the government has stopped using technology used by factories, including factories owned by Ratcliffe .
    Ratcliffe is the first person born in the United Kingdom to top the list of the rich, since the Duke of Westminster, which was published in 2003 .
    He also supports Britain's exit from the EU. "The UK can flourish outside the EU. The British are perfectly capable of managing their own affairs and do not need Brussels to tell them how to manage them," he said in 2015 .
    "I do not believe in the concept of the United States of Europe, it is not applicable, " he said.
     
    Hinduja, Sri and Gobi, the owners of the Hinduja Group of Companies, came in second place with a fortune of £ 20.64 billion .
    Sir Lynn Blavatnik came in third with £ 15.26 billion .
    The famous cook star TV cooking program went out of the list after problems in the chain of restaurants he owned .
    The list includes 141 women, including Charlene de Carvalho Hainkin, a partner in the world's second-largest brewer, Heineken, and ranked sixth on the list .
    "The days when old money and a small group of industries have dominated the Sunday Times Rich list are over," said Robert Watts, who prepared the list "Britain is changing ."
    "The wealthy aristocrats and wealthy people have come out of the list and replaced by a group of self-employed businessmen," he said, adding: "Today's rich are people who have set up companies selling chocolate, sushi, pet foods and eggs ."
    "We're seeing more people from humble backgrounds, those who struggled in school or who did not start their jobs until they reached middle age, " he said.
