Iraq entered Iraq on Sunday, the first of July in a legislative vacuum for the first time since the fall of the ousted regime in 2003, with the end of the third session of the parliament waiting for a manual recount of the votes of the legislative elections held on 12 May.
The deputy speaker of the former House of Representatives Aram Sheikh Mohammed at the end of a deliberative session attended by 127 deputies out of 328, "the end of the third session of the House of Representatives."
The session was chaired by former Speaker of the House of Representatives Hammam Hamoudi, in the absence of his former president Salim al-Jubouri.
"During four difficult and challenging years, the parliament has achieved dozens of historical laws, and has established a solid tradition that has managed to polarize the blocs and through an encouraging stage to the liberated bank of Iraq," Jubouri said in a tweet on Twitter late Saturday night. Laith Hamza, spokesman for the 9-member commission appointed by the Supreme Judicial Council instead of former members of the Commission on the grounds of suspicions of fraud, announced that "the process of manual counting and sorting will begin on Tuesday" corresponding to the third of July.
The process will be conducted in the presence of the members of the Independent High Electoral Commission and within the electoral office of the governorates of Kirkuk, Sulaymaniyah, Erbil, Dohuk, Nineveh, Salaheddin and Anbar respectively, and for the rest of the provinces will be followed and according to the dates determined by the Commission.
With regard to the funds that were transferred to Baghdad, will be counting and sorting in Baghdad, according to Hamza.
At the conclusion of the parliamentary session yesterday, the deputies gathered from different blocs to take pictures of the memorial and Silvie, and exchanged some greetings and hug in a friendly step.
He considered the legal expert Haider Sufi that the decision will not lead to "a big change, may change in three to four seats within each block, but remains that the blocks that have forty to fifty seats can not form a government alone without forming an alliance."
After each legislative election, the winning blocs are locked in long negotiations to form a majority government.
