on the basis of what was approved by the House of Representatives and approved by the President of the Republic and based on the provisions of item (I) of Article (61) and Article (III) of Article (73) of the Constitution.

Law No. () for the year 2019 the
general budget of the Federal Republic of Iraq for fiscal year 2019
((Chapter I))
Revenue
Article (1) First: A- The revenues of the federal general budget for the fiscal year 2019 are estimated at (10556986870) thousand dinars (one hundred and five trillion five hundred and sixty nine billion six hundred and sixty-eight million and seven hundred thousand seventy thousand dinars) as shown in Table According to the preparation) attached to this law.
B) Calculation of the revenues from the export of crude oil based on the rate of (56) dollars (fifty six dollars) per barrel and an export rate of 3880000 barrels per day (three million eight hundred thousand barrels per day), including (250000) barrels per day (two hundred and fifty) Thousand barrels per day) for the quantities of crude oil produced in the Kurdistan region on the basis of the exchange rate (1182) dinars per dollar and all revenue is actually achieved a final revenue for the state treasury.
Second: The ministries and entities not affiliated with the Ministry and the provinces and the Kurdistan Regional Government are obliged to record all amounts of cash grants obtained under the memorandums of understanding with foreign governments or institutions as final revenues of the Federal General Treasury. The Federal Ministry of Finance shall reallocate them for the purposes granted for them in coordination with the Federal Ministry of Planning.
Third: The amounts donated to ministries and entities not connected to the Ministry, the provinces and the Kurdistan Regional Government shall be recorded after their acceptance by the Federal Minister of Finance as final revenue to the Federal General Treasury, provided that the Federal Minister of Finance allocates them to the appropriations of the Ministry or the entity not connected to the Ministry of Disbursement.
The amounts of grants or donations from foreign governments and institutions to ministries and entities not affiliated with the Ministry, the governorates, the provincial councils and the KRG under the memorandums of understanding or the private sector shall be recorded as final revenues for the Treasury, whether these grants and contributions are in the form of technical assistance or projects Training courses), with their guesswork being recorded in the records of the ministry or the non-affiliated with the ministry or the regions and governorates and the provincial councils concerned. For the fiscal year 2019 including, the amount of internal and external debt installments of (10792690780) thousand dinars (ten trillion seven hundred and ninety-two billion nine hundred and ninety-nine million seven hundred and eighty thousand dinars), distributed according to (field / 3 total expenditures) of (Table / Ministries) attached to this law.
1- The amount of (33048506408) thousand dinars (three and thirty trillion and forty-eight billion five hundred and six million and four hundred and eight thousand dinars) for project expenditures to be distributed according to (field / 2 expenditures of investment projects) from (Table / B expenditures by ministries) attached to this law. Including the amount of (5671236000) thousand dinars (five trillion and six hundred and seventy-one billion and two hundred and thirty-six million dinars) through foreign loans and (444432000) thousand dinars (four hundred and forty-four billion and four hundred and thirty-two million dinars) through borrowing from the Iraqi Trade Bank
(A) Current expenditures of (Table A / B expenditures by ministries) attached to this law, including the amount of the internal debt installments The exterior of (10792690780) thousand dinars (ten trillion seven hundred and ninety - two billion six hundred and ninety million seven hundred and eighty thousand dinars) the amount of benefits (4534073555) thousand dinars (four trillion five hundred and thirty - four billion seventy - three million five hundred and fifty - five thousand

B- The Federal Minister of Finance or whoever authorized him after the approval of the Council of Ministers shall be entitled to borrow from the Pension Fund or to use the additional revolving balance instead of the new external borrowing (to finance the deficit).
2. All loans, foreign bonds and financed projects shall be exempt from taxes and customs duties in accordance with the provisions of the loan agreements.
3. The Federal Minister of Finance or his holder shall be entitled to continue borrowing from abroad to finance development projects after approval by the Council of Ministers for loans approved in previous years,

B. Ministry of Agriculture $ 30 million for the construction of silos of metal grain in Diwaniya and Maysan for the Ministry of Agriculture

The project of reconstruction of the Technical Institute in Hawija in the province of Kirkuk with a value of (17) million dollars for the Ministry of Higher Education and Scientific Research.
The project of the infrastructure of Ibn Sina University for the Ministry of Higher Education and the establishment of Dar Al-Hanan for disabled people worth (16.5) million dollars,
and the Ministers of Finance and Planning to include the annual allocations within the budget / year 2019
B borrowing from the Japanese International Cooperation Agency (JICA) amounting to (2000) million dollars (two billion dollars) to finance the projects mentioned below:
- Project refining unit Assistant factor for the Ministry of Oil
- reconstruction project affected areas (terrorist operations)
- Water Samawa Project / Ministry of Construction, Housing and Public Municipalities
- Water and Sewage Project of Baghdad / Municipality of Baghdad

C) Borrowing from foreign Chinese banks with the guarantee of the Chinese Export Guarantee Corporation (Sinoshor) in the amount of (1150) million dollars (one billion one hundred and fifty million dollars) within the mechanism of the framework agreement signed between the Ministry of Finance and the Chinese Export Guarantee Corporation and the Ministers of Finance and Planning, beneficiaries of the funding within the year / 2019 budget (
d ) borrowing from donor countries under the Kuwait donor Conference (Turkey, Qatar, the United Arab Emirates) at $ 1,000 million ( US $ billion) to finance infrastructure projects and reconstruction (including project processing Ot Iv power transmission towers (KV132) for the Ministry of Electricity) and the Ministers of Finance and Planning Federal Add annual allocations within the budget in 2019
5 Federal Minister of Finance or authorized with the approval of the Federal Prime Minister to issue guarantees to: -
A- General Electric Company (63) million dollars (sixty three million dollars) for the financing and maintenance of Qayyarah stations of the Ministry of Electricity
(STX) of South Korea for 125 million dollars (one hundred and twenty-five million dollars) to finance, rehabilitate, Of the Ministry of Electricity.
C- Khairat Al-Abar Company for the project of Hydrogenation and Improvement Unit in Al-Muthanna Governorate, provided that a financial and time limit is specified for the guarantee. Not to exceed (100) one hundred million dollars.

Article
5A - The Federal Prime Minister and the Federal Minister of Finance jointly use the approved amounts

Article 6 - a

Article 6 - a
