The former Italian ambassador to Iraq, Marco Carnelos, in a memorandum recently written by Iran's refusal to initiate direct dialogue from the United States in Baghdad.
"For more than two years in Baghdad, US officials have repeatedly called me to send messages to Shiite militias, and most of them wanted to have direct dialogue with their Iranian counterparts," Carnus said.
"These requests have been rejected on a regular basis by the Iranian ambassadors," he said.
