    [rtl]The Financial Committee of the parliamentary, on the law of financial management inside Iraq, Manbiyeh, it is one of the fundamentals of financial and investment and expenditure by the state.[/rtl]
    [rtl]The committee member Adnan al-Zarfi said in a press statement, "The law joins spending operations and authorizing the heads of units financial spending and disbursement of funds by ministries and provinces not linked to the ministries and sets the powers of ministries and governorates mechanisms of disbursement of funds."[/rtl]
    [rtl]"The law read the two readings in the House of Representatives, but the Finance Committee parliamentary recommended the Speaker of the Parliament not to rush legislation of this law because it needs a lot of legal amendments and the other reason that the law is not amended every year, but is amended every 20 years.[/rtl]
    [rtl]"Past and current governments still rely on the old finance administration law that was legislated by the Coalition Provisional Authority beyond 2003," he said.[/rtl]
