Anbar province in western Iraq is witnessing a wide political movement is the first of its kind with the diligence of different political and tribal blocs and forces for weeks to formulate a project to create a new province, isolate the upper Euphrates from Ramadi and bear the name of the province of Western.
It is a province that starts from the city of Hit, Mohammedi, then the towns of Jebel Anah, Rawah, Alos and Haditha, ending with the border post with Syria and Al-Wetbah on the border with Jordan and Al-Nukhaib on the border with Saudi Arabia, while Ramadi, Khalidiya, Habbaniyah, Fallujah and Karma remain in Anbar province.
Anbar has an area of 138,500 square kilometers, or about 33 percent of Iraq's total area.It has a population of about two million people, according to the 2014 census. It is linked to three countries: Saudi Arabia, Jordan, and Syria.Inside, it borders five provinces.
Given this space, politicians and observers believe that it is necessary to create a new administration, which reduces the trouble of traveling for long hours in order to extract an identity or sign an official book from Ramadi, the local capital of Anbar. Because of a major conflict between the Iraqi Islamic Party, which supports the project, with other political and tribal parties within Anbar.
This prompted observers to favor the entry of Anbar in a fierce political struggle over who will run the province of Gharbia.
The bill needs parliamentary approval.
Anbar has emerged from nearly three years of fighting against IS, which has brought more than 80 per cent of its infrastructure.
According to political and tribal sources in Anbar, a series of meetings held in Haditha, west of the province, brought together political and tribal leaders and Islamic figures in favor of the project to separate Upper Euphrates from the Ramadi authority and declare it a governorate, and reached a stage of maturity from the perception about the province and its borders and even the distribution of political positions, which It will be an Islamic tribal, as is currently the case in Anbar, where Islamists and tribes alternate over the provincial council, governor's office and other executive circles.
Sources said that the figures of the Islamic Party to adopt the project along with tribal and other leaders of the Awakening forces, and does not know whether the Islamic Party fully endorsed the project officially or whether the movement of its members came to personal convictions.
In the same context, the Secretary-General of the Free Euphrates Party, Abdullah Atta al-Jaghafi, revealed a secret meeting held in Haditha to discuss the creation of the new governorate. And the date of the meeting of the plastic body to declare districts in the province of Gharbia will be officially in the district of Anah early October next.
For his part, former Anbar governor Suhaib al-Rawi, a member of the Islamic Party, that "the project of the province of Gharbia is close to complete all legal and official procedures," noting that "the movement led by politicians from Anbar, all proceeds in accordance with the Constitution, which does not mind the creation of provinces On condition, we are seeking to consolidate this demand, which is now popular because of the suffering faced by the people of the western regions in communicating with the center (Ramadi). "
Despite this, members of the local council in Anbar are divided between supporters and opponents of the idea.
Anbar Council spokesman Eid Ammash said that "Anbar province is large and the residents of the western regions, especially the people of Qaim, suffer from the difficulty of communication with the city center (Ramadi), the distance between the two cities more than 300 kilometers, and sometimes the traveler has to stay in the center of the province to finish We have heard the pleas of the people for years, but the problems experienced by the province made us wait for the file to create the new province. "
He continued, in a press statement, that "the political and popular movement on the province of Gharbia returned after the liberation of Anbar areas from the control of the Islamic State of Daesh, has been held more than a conference in the modern area to reach a solution in this regard, and the committee will end the problem for this purpose in order to raise it to It is hoped that the province of Gharbia will include modern areas, Anah, Rawah, Qaim, and wet, and may join the Baghdadi district as well, and there is a desire of Hit to join, but of course there is no final map of the province.
He added that "the file is under completion and will be transferred to the provincial council and then to the House of Representatives," and on the political problems that may be generated because of the management of the new province and the parties' struggle for management, pointed out that "the economic and political files will not pose a great danger to the province, as the government It has a special law on the management of funds and imports in the Iraqi border provinces, as they are shared between the central and local governments in a clear legal context, and the political side is not afraid of it, because Anbar is of one spectrum, and that the political process is open to all parties, and who gets the majority of votes Parents They can manage the new province. ”
For his part, the researcher Abdullah Rikabi pointed out that "the project to create a new province within the area of Anbar is legally unquestionable, and can be activated in any large province, after obtaining legal and popular approvals, but that Anbar is currently experiencing a major party struggle for quotas Of projects in cities that have been damaged by the recent war on ISIS. "
He said that "the new province will deepen the differences between the current parties in Anbar and may create new parties, which will not reap citizens in Anbar other than problems."
