The alliance, backed by Sadr's leader Muqtada al-Sadr, has revealed that possible ministerial changes - in total - will affect 10 ministers in the government of Adel Abdul Mahdi, meaning that nearly half of the ministers are threatened with replacement.
The first changes include the replacement of industry, communications, immigration and immigration ministers, as well as the education and health ministers, who were approved by parliament on Thursday.
Once the ministerial changes have been completed, the Prime Minister will proceed to submit a third list of candidates for the special grades to finish the work of the Agency before the deadlines.
In the meantime, a list of 70 ambassadors arrived at the Presidency of the Council of Representatives by the government to join the third lists. Abdul Mahdi is looking forward to calm the wave of popular protests, which were violently met by the security services.
The deputy of the Alliance bloc Bader al-Ziadi in a telephone conversation with (term) that "Prime Minister Adel Abdul Mahdi sent a new letter to the Presidency of the Council of Representatives, stressing to continue to change the ministers of industry and immigration and the displaced and communications and their presentation to vote in the next parliament session."
The House of Representatives in Thursday's session has passed part of the ministerial amendments proposed by Prime Minister Adel Abdul-Mahdi, which included a reshuffle of five portfolios, namely (Industry, Immigration, Displaced, Communications, Education and Health). The majority of parliamentary blocs withdrew to break the quorum after voting on the candidate of the Ministry of Education (Suha Khalil Hussein), and the candidate of the Ministry of Health (Jaafar Sadiq Allawi).
The post of Minister of Education has been vacant since the formation of the government because of the attractiveness of the blocs, while the Minister of Health Alaa Alwan resigned for what he described as pressure on his work last month. Commenting on the problem of breaking the quorum, Ziadi said that "the disagreement was not great between the forces and parliamentary blocs," noting that "there are blocks on the reservation to change their ministers in the list of amendments." A member of the Alliance said that "after the meeting met the parliamentary blocs and agreed to postpone the vote on the list of preliminary ministerial amendments until after the 40th visit."
The deputy from the province of Basra that "the second meal will be put after the completion of the first meal within the House of Representatives will also include five ministerial portfolios and thus be a group of ministries to be changed ten ministries."
Ziadi did not disclose the ministries that will be affected by the expected change, saying only that the prime minister is authorized to this issue. He pointed out that "the changes came because of the protests and pressure of parliamentary blocs, as well as the desire of Adel Abdul Mahdi for a period of ministerial amendments to his government," pointing out that "the meeting of the three presidencies with political blocs authorized Abdul Mahdi to implement these amendments."
On October 3, the three presidencies held a meeting in the Peace Palace in the presence of leaders of political blocs and parties. .
The third round of amendments will also include voting on the names of special grades, while the fourth and final meal will include passing the list of 70 ambassadors sent to the Council of Representatives by the government during this period.
He stressed that "the sessions of the last week of this month will see the vote on the four meals presented by Prime Minister Adel Abdul Mahdi."
In turn, the head of the bloc of the Justice and Unity bloc in the Fatah Alliance Amer Amer on the ministerial amendments, saying: "We heard from close to the Prime Minister that the ministerial changes will affect ten ministries. The winner confirms in a statement to (term) that "what has arrived so far to the House of Representatives is the first list, which includes five ministers, namely, communications, industry, immigration and displaced as well as candidates for education and health."
The MP in the conquest of the conquest that "there is talk within the House of Representatives that the list of changes will affect the ministers of youth, sports, agriculture and water resources," noting that "these ministries are circulating in the corridors of the House of Representatives, but we could not confirm yet." The member of the Committee on Foreign Relations in the House of Representatives that "the government will present in the next session of parliament its candidates for the special grades to commit to the deadlines set for the final work on the twenty-fourth of the month of October."
The House of Representatives voted last July on the proposed amendment of the law of the first amendment of the federal budget law for 2019 to allow sufficient time for the government to choose competent and professional persons to fill the senior leadership positions that are administered by the Agency by the twenty-fourth of the month of October.
The winning MP adds that "the House of Representatives called on the Prime Minister to attend at its next meeting to clarify the reasons that led to the implementation of the change of these ministers," stressing that "Abdul Mahdi obtained a new authorization from the leaders of the blocs and the three presidencies to make ministerial changes without interventions."
