Why does Iran establish new militias in Iraq despite the presence of others?

[rtl]The countries of conflict in the Middle East formed an appropriate environment for exercising an Iranian influence, as this effect took several tracks, including providing support and alliance with forces already present within the Arab states, and supporting them, such as the relationship with the ruling political system in both Syria and Iraq, and the Ansar Allah movement in Yemen Or, he took the path of creating friendly and supportive forces, such as "Hezbollah" in Lebanon in 1985, as well as establishing some armed militias whose members belong to the Shiite sect, such as "Hezbollah Brigades" and "Asaib Ahl al-Haq" in Iraq.[/rtl]
[rtl]The Iranian strategy is the same in all the countries it interferes with, although the degree of its dependence on the tools varies from case to case. And Iran seeks mainly to take advantage of the sectarian, social and political divisions in its neighboring Arab countries, and work to deepen relations with non-state actors, and change the balance of power in their favor in the face of state authority.[/rtl]
[rtl]The formation of a strategy of forming sectarian forces loyal to Iran is the most important tool in the Iraqi case, as Tehran worked to reproduce the model of the Lebanese Hezbollah, and it helped to establish the Badr Organization, then the Asaib Ahl al-Haq Movement, and then the Hezbollah and Al-Najaba Brigades. All of them are armed organizations that received training, support, and financing from the Quds Force led by Major General Qassem Soleimani, who was killed in an American raid in Baghdad, and some of those militias responded to his death, which highlights its role in implementing Iranian interests through acting on behalf of Iran.[/rtl]
[rtl]After the killing of Soleimani, Iran announced that it aims to remove the United States from Iraq, so that it would undisputedly seize the full area of influence in Baghdad. And Tehran has worked through the Hezbollah Brigades to attack the American forces stationed in Baghdad, and these militias are part of the Popular Mobilization Forces, which was established under the fatwa of "The Kafaii Jihad" of Ayatollah Sistani to fight "ISIS" in Iraq, and the Iraqi authorities are working to impose their full control over them. It is currently chaired by Faleh Fayyad, who also works as an adviser to Iraqi national security.[/rtl]
[rtl]Finally, the founding of the Islamic Resistance Army (corps) was announced. The armed organization was established to be linked directly, financially and administratively to the Iranian Revolutionary Guards, and it is headed by a brigade with guards of Arab origin.[/rtl]
[rtl]The founding of the new organization raises the question of what causes it? Especially since Iraq has many armed militias affiliated with Iran, and here Tehran may be pursuing a new tactic in the confrontation with the United States aimed at overwhelming it with more attacks from several organizations, and causing chaos again similar to the chaos that caused it after the fall of Iraq in 2003.[/rtl]
[rtl]Iran also aims to create new militias that are not linked to a specific faction, so the new organization imposes on its members secession from any political or armed entities or even government jobs, so that these[/rtl]
[rtl]new organizations appear to be unrelated to the official political process in Iraq or the crowd and organizations Consisting of it, considering that the PMF classifies an official force associated with the Iraqi armed forces, and then to remove the embarrassment from the Iraqi government, and therefore not to take responsibility for its actions.[/rtl]
[rtl]However, the non-subordination of any of the armed organizations to the PMF, and then the non-subordination to the Iraqi government does not mean that the latter does not face the dilemma of the presence of parties within the state that have weapons and exercise power, and then the state is not the only monopolist of the weapon, therefore it will be a test of strength for any government Iraqi in the face of these organizations.[/rtl]
[rtl]On the other hand, the establishment of new militias raises the contradictions of the Iranian situation. The regime, which faces pressures and a crisis that threatens the lives of citizens due to the outbreak of the Corona epidemic and the difficulty of the economic situation, pushed the government to request a loan from the International Monetary Fund, and asked to lift the US sanctions so that it could cope with the epidemic. Mali does not allocate it to help the health system to confront the pandemic, but rather provides it to establish armed militias, providing it with financial, military and logistical support.[/rtl]
[rtl]It is clear that Iran is now targeting the American presence in Iraq mainly to get it out of it, after for 18 years it has been an area of conflict between the two parties, but in the future it will be a dilemma for Tehran regarding issues of reconstruction and providing security and stability to Iraq, which is certain that Tehran will not provide for Baghdad.[/rtl]
