    sourcing foreign is important to the success of any construction or development whatever the level of the country or its status among the countries of the world, because of local expertise can not meet its own requirements for any major change sought by the community, so we found that most of the countries in the world have done so, including the that Europe and Japan after World War II, as without experience and foreign aid, particularly American ones, have not been able these countries to get rid of the legacy of war, heavy on the economy and technological growth and civilization. 
    've had hoped after the change, which happened in 2003 to steer the country towards openness to modern technology, and open a new page of relations fruitful and necessary between Iraq and other countries, aimed at promoting the reality of Iraq in various fields of political, economic, military, cultural, technological, scientific and other, through the investment capacity of Iraq's physical huge in this direction. 
    was a great opportunity to build bridges of convergence between Iraq and many developed countries, especially the United States Pole Economic greatest in the world, with Iraq could expand areas of cooperation with these countries and expand the partnership frameworks with them so as to contribute to the upgrading of the Iraqi economy from event to event better. 
    , but what happened was just the opposite , because instead of expanding Iraq's relations with the developed countries to meet the need for Iraq to technology, has shrunk so much these relations even limited to the political side and the other aspects of minor non-importance, also closed a lot of bridges and convergence with large countries affecting, especially as a special U.S. United, which has a responsibility to substantial repair the ravaged wars, including the recent war. 
    that Iraq must not only depends on local expertise or experience of other countries that do not apply too much on Iraq in growth and development, because these experiences may not be able to bring about real development in the country, if these countries are themselves dependent on the development itself on its relationship with the West and the sourcing of foreign, it is a fortiori that we we do so because we most need to strengthen such relationships necessary to Nhodhana. 
    it is no drawback to rely on the expertise Foreign because it is natural and necessary, and doing most of the world, but the drawback of each defect in not we use and we desperately need, in order to bring about real change out the country from the reality of delays and defaults experienced and transmit to the reality better.
