Baghdad / Muhammad Sabah
As part of the efforts to overcome the differences and clan disputes caused by the terrorist organization ISIS, and to complement the government’s efforts, the House of Representatives has set the thirtieth of June this month as the date for organizing the largest meeting of Iraq’s clans inside the parliament building in order to resolve all disputes and repercussions.
Those problems and disputes that came due to the presence of ISIS and its control at the time of some governorates prevented the return of many displaced families in a number of regions, cities and governorates that witnessed violence during their liberation period, to their areas of residence.
Muhammad al-Khalidi, head of the Bayariq al-Khair bloc in the House of Representatives, said in a statement to (Al-Mada) that the government recently resorted to forming committees for dialogue in order to bypass the stage and remnants of the ISIS period, which left many problems and repercussions, indicating that these committees are trying to restore civil and societal peace among the different layers of society. Iraq and the elimination of differences.
Last May, two committees were formed in Baquba and Muqdadiya districts in Diyala governorate, under the auspices of the Prime Minister’s Office, for community dialogue and the resolution of clan and societal disputes, under the supervision of the security and governmental authorities. Each committee consists of 15 socially known personalities that work to attract a number of societal segments to implement reconciliation programs and end the phenomenon of clan revolts. Which has become a phenomenon that threatens social security.
In line with the government’s efforts and an attempt to end the problems and obstacles left by ISIS, the parliament began moving, according to MP Al-Khalidi, to prepare for a major conference that would bring together all the clans of Iraq to discuss clan disputes and the repercussions of ISIS, noting that the Presidency of Parliament set the thirtieth of June as a date for this. Conference. In the context of preparations to overcome this problem, the federal government is seeking to form a number of committees in the various administrative units of the governorates that have witnessed violence, conflicts and clan disputes and require clan and social efforts to resolve them, after these clan and social differences hindered the return of the displaced to their liberated areas.
And Representative Al-Khalidi added that “the call came from the Speaker of the House of Representatives through the tribal sheikhs to organize this conference inside the House of Representatives, which will be attended by the Presidents of the Republic and the Council of Ministers,” noting that “the goal behind the conference is to unify the situation and overcome the problems left by the war on ISIS.”
About 5.8 million fled their homes or the country; When ISIS invaded a third of Iraq in the summer of 2014, their areas turned into a war zone for three years between ISIS militants and Iraqi forces.
For his part, Saad Al-Mutalibi, a former member of the Baghdad Provincial Council, confirms in a statement to (Al-Mada) that the success of the mission of those government committees that were formed for the purpose of national reconciliation depends primarily and mainly on the quality of the goals and the intellectual scheme on which the government is going.
A number of family members who have recently returned to their areas of residence have been subjected to killings by other families or clans out of revenge for those killed by ISIS in the previous period. This has hampered the efforts of the Ministry of Immigration to complete the process of closing a number of camps in the country.
Al-Muttalibi added that “the problem lies in the involvement of many tribesmen in the ranks of ISIS in that past period, which caused the killing and displacement of many people at the time, but after the return of life and the liberation of those areas, families began looking for the personalities that caused their killing and displacement.”
During the past few days, the Iraqi government carried out the first operations to retrieve the families of ISIS members, by retrieving 150 families from Al-Hol camp, and resettling them in Al-Jadaa camp near the town of Qayyarah, about forty kilometers south of the city of Mosul.
He continues that "the issue has become not related to the clan aspect but to the social aspect, and therefore the tribes have nothing to do with some deviants who have caused harm to people and displaced them from their areas of residence," stressing that there are families who are unable to return because of their sons joining ISIS or cooperating with ISIS. terrorist organization.
Earlier, the Ministry of Migration and Displacement announced the return of 94 families from Al-Hol camp after completing the security check, pointing out that “the delay in the return of these families from the camp is due to the financial allocation, security checks and the Corona pandemic, as these reasons were the obstacle in the matter.”
Al-Muttalibi notes that “the main goal is to form government committees and hold clan conferences in order to facilitate the return of families to their residential areas, stressing that Parliament has put in the budget a paragraph to pay “blood money” to the families of the victims of ISIS, who killed and abandoned many people at the time.
