    Iraq ranked second only to Kuwait as the highest level of current spending in the Arab world relative to GDP, unlike capital spending, which was not high in terms of output, as an average for the period between 2009 and 2019, according to a report by the Arab Monetary Fund.

    "Iraq's per capita capital expenditure for the average period is the ninth highest among Arab countries after Qatar, Kuwait, Oman, Saudi Arabia, uae, Palestine, Bahrain and Algeria," the report said.

    "Iraq is eighth in terms of electricity production capacity in the Arab countries after Kuwait, Qatar, uae, Saudi Arabia, Bahrain, Oman and Libya, where it produced kilowatts per 1,000 people," he said, adding that "the proportion of people in Iraq who have access to safe drinking water services and adequate sanitation is somewhat high compared to other Arab countries."


    "Iraq ranked low in the quality of transport infrastructure in Arab countries in 2018, ranking 16th in the Arab world and 140th in the world," he said.

    Despite efforts to boost public investment over the past years, there is still a need to develop Arab infrastructure levels to keep pace with the growing demand for basic public services, meet the requirements for achieving the Sustainable Development Goals by the end of 2030, and promote inclusive and sustainable growth, the report said.

    In light of these needs, Arab states faced challenges in providing more financial resources to increase levels of investment in infrastructure, most notably the narrow financial space and the high level of public debt, particularly under exceptional circumstances as a result of the repercussions of the Covid-19 pandemic, the challenges of leveraging financing markets and enhanced private sector participation in infrastructure financing.
