    Earth News/
The session of electing the President of the Republic is still subject to expectations and possibilities. While the coordinating framework threatened to block the session in the event that it formed one-third of the parliament’s members, the Kurdistan Democratic Party, an ally of the anti-coordination front, confirmed that the President of the Republic will pass as passed by the Presidency of Parliament, due to the existence of “political agreements Amidst these expectations, a legal expert emphasized that the countries of the country do not have a “constitutional vacuum” in the event that the election session is obstructed, because the election will be repeated in a later session according to the constitution.
Representative of the State of Law coalition, Mahmoud al-Salami, told "Earth News" that "political alliances, if they remain in this state, the Kurdistan Democratic Party's candidate, Hoshyar Zebari for the presidency, may pass in Parliament."
He added that "there is a paradox in this matter. The factors of satisfaction are not available from the Iraqi people on Zebari, because he is a former minister and was dismissed because of corruption files, so how can he return to the presidency of the Republic of Iraq, which among the conditions for assuming this position is that the candidate is not convicted of a crime related to integrity?" .
He pointed out that “if the coordinating framework and those with it manage to form a third of parliament, there will be difficulty in passing the president of the republic, especially since voting in the first session of electing the president of the republic requires a two-thirds majority, but the second session will be according to a simple majority, but you need to attend. Two-thirds of parliamentarians too.
The position of President of the Republic deepened the differences between the two main Kurdish parties (the Kurdistan Democratic Party and the Patriotic Union of Kurdistan), each of which pushed its candidate, as the first pushed Hoshyar Zebari, while the second announced that his candidate is the current President of the Republic, Barham Salih.
The Kurdistan Democratic Party joined the Sadrist bloc and the Sovereignty Alliance, which includes (Determination and Progress), and formed a tripartite alliance, through which they were able to pass the presidency of Parliament, renew the mandate of Muhammad al-Halbousi and elect his deputies, who are Hakim al-Zamili from the Sadrist bloc and Shakhwan Abdullah from the Kurdistan Democratic Party.
The political negotiations reached a stage of complete blockage during the past days, after the leader of the Sadrist movement, Muqtada al-Sadr, adhered to his condition to remove the head of the State of Law coalition, Nuri al-Maliki, from any alliance, especially the coordination framework, in exchange for accepting the alliance with him, which prompted the leaders of the framework to adhere to al-Maliki and reject any Sadr's presentation.
Today, a delegation that included al-Sadr's allies went to al-Hanana and held a meeting at al-Sadr's house, including Parliament Speaker Muhammad al-Halbousi and his ally Khamis al-Khanjar, head of the Sovereignty Alliance, and the President of the Kurdistan Region, Nechirvan Barzani, an initiative led by the leader of the Democratic Party, Massoud Barzani.
The Democratic leader, tweeted during the Al-Hanana meeting, and expressed his hope that the meeting would produce positive results, especially as he focused on resolving matters with the coordination framework, but Al-Sadr renewed his adherence to his position rejecting Al-Maliki, according to the leaks.
In addition, Kurdistan Democratic Party deputy Sabah Sobhi told "Earth News" that "there is an initiative from the leader of the Kurdistan Democratic Party, Massoud Barzani, to support our candidate for the post of President of the Republic, and we are waiting for this initiative, what will happen."
He added, "Hoshyar Zebari is our only candidate, and we insist on him and we will enter Parliament to vote on him with full force, and we will pass it as we passed the presidency of Parliament," noting that "we have strategic agreements with the rest of the political blocs to head Parliament, and we will repeat the ball again in the session to elect the President of the Republic." .
And he indicated that "the first session to choose the president of the republic, I expect that no candidate will get enough votes, but in the second session the candidate will pass by a simple majority," adding that "I think things will be in accordance with the law and the constitution, and we tell the Patriotic Union of Kurdistan to appreciate the issue of electoral benefits."
He pointed out that "the next stage needs new faces and capabilities, because the fifth session will be decisive for Iraq," stressing that "the blocs supporting our candidate are the same that we voted for their candidates for the presidency of Parliament, and other political parties will vote for our candidate for the presidency."
According to the constitution, the president of the republic is supposed to be elected by a two-thirds majority of the members of the House of Representatives, which currently number 220 deputies, unlike the election of other presidencies that require only half plus one.
25 candidates are competing for the position, according to the parliament’s announcement today, where it revealed the number of final names competing for the position, but it is customary for many people to nominate for the position, but the real vote is exclusively for the Kurdish party candidate.
According to the prevailing custom in Iraq, the position of the President of the Republic belongs to the Kurdish component, and the Speaker of Parliament belongs to the Sunni component, while the presidency of the government goes to the Shiite component.
Legally, the legal expert, Tariq Harb, explained to “Earth News” that “the constitution says, that parliament sessions are held in the event of a quorum, and the quorum is achieved in the presence of the majority of the 165 members, or more than half by one.”
He stressed that "the presidential election session is supposed to be attended by more than two-thirds of the deputies, and if more than two-thirds did not attend, the elections will be repeated again in the next session, and the country does not enter into any constitutional vacuum."
He pointed out that "if any of the competing candidates does not receive a number of votes that qualifies him to win the position, the second round of elections will be repeated, in which the one with the highest votes will be the winner." Presidency of the House of Representatives.
It is noteworthy that the election of Parliament Speaker Muhammad al-Halbousi took place in the middle of boycotting the coordination framework of the session.
