Salah El-Din Investment President returns to work tomorrow: a constitutionally invalidated exemption decision

The head of the Salah al-Din Investment Authority, Laith Hamid al-Jubouri, confirmed today, Saturday, that he will return to his position tomorrow, by a decision of the Prime Minister and the National Authority, after overturning the decision of Governor Ammar al-Jabr, which stipulated his exemption from his position earlier.
Al-Jubouri said that the independent bodies, including investment, are linked to the prime minister, which is the body responsible for it constitutionally and legally, and the governors or any other party has no right to interfere in its affairs according to official decisions that are fixed and known to everyone.
Al-Jubouri confirmed his return tomorrow to his position based on decisions from the National Central Investment Authority and the Prime Minister's Office, which officially informed the governor of the illegality and constitutionality of an exemption decision, which is a flagrant administrative violation.
Al-Jubouri criticized the measures taken by the Governor of Salah al-Din to prevent him by force and the use of security forces from reaching the Investment Authority department, stressing that it is a flagrant violation of Iraqi law and constitutional powers.
The decision of the Governor of Salah al-Din to interfere in the work of the authority and issue decisions outside his powers was considered expelling and disrupting investment and investors and depriving Salah al-Din of investment opportunities available in various fields.
Last Sunday, Salah al-Din Governor Ammar Khalil al-Jubouri announced the referral of the head of the governorate's investment commission to the competent courts due to mismanagement and fraud.
According to a document issued by the governor’s office, the latter relieved the head of the Salah al-Din Investment Authority, Laith Hamid Khalaf, and referred him to the competent courts based on the recommendations of an investigative committee specialized in cases of forgery committed by the head of the authority related to forging his educational certificate, and forging a medical report to obtain sick leave.
The document confirmed; The investigative committee recommended that the head of the Investment Authority be referred to the competent courts.
The governor's order included assigning the vice-chairman of the authority, Muhammad Yunus Hassan, to the tasks of managing the authority until a new chairman is chosen.
till then; Eyewitnesses reported that "a force from the governorate office closed the Salah al-Din Investment Department after its head refused to implement the governorate's decision to step down from the position."
The Governor of Salah al-Din Ammar Jabr Khalil, according to a document, on the seventeenth of December 2020, issued an order to relieve the director of the Salah al-Din Investment Authority, Laith Hamid Khalaf, and to nominate replacements to fill the position, but the Presidency of the Council of Ministers issued an order on December 31, 2020, according to which the governorate Salah al-Din not to make any changes in positions subject to the authority of the Prime Minister, including independent bodies.
