The Baghdad government takes 8 new decisions.. this is the text of it
Shafaq News/ On Tuesday, the Iraqi Council of Ministers approved eight decisions and recommendations related to security, housing and health aspects.
The media office of Prime Minister Mustafa Al-Kazemi stated, in a statement received by Shafaq News Agency, that the Council of Ministers held its seventh regular session headed by Al-Kazemi, in which the topics on the agenda were discussed, and decisions and recommendations were issued regarding them.
The Prime Minister reviewed the general situation in the country, the follow-up to government procedures for many strategic projects, the continuation of security efforts to extend security and stability throughout Iraq, in addition to discussing all ways to provide the best services to citizens and support vulnerable groups in society.
The Council of Ministers hosted the Deputy Commander of Joint Operations, First Lieutenant-General Abdul-Amir Al-Shammari; To discuss some procedures for the recommendations made by the Joint Operations Command.
The Council approved the recommendations set out in the Joint Operations Command Book No. (632/17/5) dated February 14, 2022, and the cash funds will be financed by the Ministry of Finance in implementation of paragraphs (1 and 2) mentioned in the Federal Financial Supervisory Bureau book No. (2443). /1/1/1 dated February 13, 2021 attached to the Council of Ministers Resolution (15 of 2022).
The Council excluded the aforementioned project in the joint operations book from the contracting methods stipulated in the instructions for implementing government contracts, and the contract is in the manner of direct contracting from the Border Guard Forces Command, with a financing of 16 billion and 500 million dinars for the Ministry of Water Resources to implement the 7 bridges with the assignment of Ministry companies Water resources for the implementation of works as an exception to the instructions for the implementation of contracts.
The Council indicated that the purpose of the project is to establish a border earth dam parallel to the Iranian dirt dam, in the Al-Hawizeh Marsh on the Iraqi-Iranian border strip; To secure monitoring and control, to prevent cases of infiltration, smuggling and illegal transit, and to impose state authority on the water borders in the Marshes.
The Council of Ministers also hosted the President of the National Investment Commission, Suha Najjar, and the head of the Iraqi Media Network, Nabil Jassem, to discuss the procedures for the plot of land allocated to the network's employees.
The Council of Ministers agreed to allocate a plot of 200 dunums of land owned by the Ministry of Finance / State Real Estate Department and allocated to the National Investment Commission, and to re-allocate it to the Iraqi Media Network to house the employees of the Iraqi Media Network instead of the plot numbered (5811/3).
The session witnessed a review of the epidemiological report, the measures taken to confront the Corona pandemic, and the developments of the work of the Committee to Strengthen Government Actions in the areas of prevention and health awareness control; To limit the spread of the virus, and the great efforts made by the Ministry of Health with regard to preparing hospitals, and providing treatments and vaccines to citizens.
The Council of Ministers discussed other topics on the agenda of the session, and agreed that the Ministry of Electricity should start urgently, in coordination with the Ministry of Oil, to seek the assistance of a consultant specialized in the field of gas in the manner of direct contracting, and with the exception of the contracting methods stipulated in the instructions for implementing government contracts, to discuss the proposal submitted by the company. (Excelerate) of the United States by contracting with Qatari gas companies.
He instructed the Ministries of Electricity and Oil to attract offers from other companies across the sea and from other outlets.
The Council also agreed to amend the statement of the establishment of the Oil Pipelines Company (a public company) to become as follows: Establishment, rehabilitation and maintenance of the pipeline network for the company and other companies, which require rehabilitation work, and the company receiving oil products, storing them, mixing them in its warehouses, and treating the resulting environmental pollution About oil leaks, according to the conditions of the Ministry of Environment, and the Ministry of Oil took the necessary measures to implement the above.
The Council approved the request of the Ministry of Electricity regarding the assignment of the Ministry of Oil / Pipelines Company to contract with Maysan Energy Limited as a sole offer, to provide gas to the Maysan investment station (750 mW), according to the details established in the two items (first and second) of the aforementioned company letter No. (58) dated February 3, 2022, for the purpose of exceeding the payment to the investing contractor without undertaking production and according to the correct financial contexts.
And approval of the issuance of the system (for the year 2022), the first amendment to the Naval College Law No. (3) of 2019, which was reviewed by the State Council, based on the provisions of Clause Three of Article (80) of the Constitution, and Paragraph (A of Clause Two of Article Three) of Law No. (206 of 1975) for the Arabian Gulf Academy for Maritime Studies, taking into account the observations of the Legal Department in the General Secretariat of the Council of Ministers.
And the approval of the recommendations of the Ministerial Council for Human Development (6 and 9 of 2021), regarding the write-off of expropriation amounts belonging to the Ministry of Higher Education and Scientific Research and the Ministry of Youth and Sports.
As well as approving the recommendation of the Ministry of Foreign Affairs regarding the opening of a Chinese general consulate in the Republic of Iraq in Basra Governorate, based on the provisions of Articles (25 and 26) of the Foreign Service Law (45 of 2008), and the Vienna Convention on Consular Relations of 1963.
The Council voted that Iraq would retain its right to open an Iraqi consulate general in the People's Republic of China in the city of Quanzhou, specifically, in the future, according to the principle of reciprocity.
And he approved the recommendation of the Ministry of Foreign Affairs regarding the opening of a general consulate of the Republic of Iraq in (the Iranian city of Isfahan, the Australian city of Melbourne and the Irish city of Dublin), based on the provisions of Articles (25 and 26) of the Foreign Service Law (45 of 2008), and the Vienna Convention on Consular Relations of 1963, provided That opening it does not lead to an increase in the number of workers in diplomatic missions.
And the approval of the Ministry of Construction, Housing, Municipalities and Public Works gifting laboratory equipment worth (508034000) dinars, only five hundred and eight million and thirty-four thousand dinars, the details of which are shown in the tables accompanying its book No. (374) dated January 5, 2022, to the National Center for Laboratories Construction, based on the provisions of paragraphs (2 and 4/b) of Article (5) of the instructions for implementing the federal general budget for the year 2021.
