    Erbil (Kurdistan 24)- The Council of Ministers of the Kurdistan Region held its regular meeting today, Wednesday, May 11, 2022, headed by Prime Minister Masrour Barzani, and in the presence of Deputy Prime Minister Qubad Talabani.
    In the first paragraph of the meeting’s agenda, the Council of Ministers voted unanimously on the draft law on the Accreditation Authority for Education Institutions and Curricula in the Kurdistan Region, after amending and confirming previous observations on the draft, and decided to refer it to Parliament for legislation.
    The draft law aims to set appropriate standards to consolidate the foundations of accreditation of educational institutions and curricula through an independent body that does not replace ministries, but rather will support them, in line with international standards to ensure high quality in academic and scientific practices by regulating the mechanisms of the accreditation process.

    In the second paragraph of the agenda, the Council of Ministers discussed the reorganization of the Council of Oil, Gas and Energy Affairs in the Kurdistan Region, its structure and tasks. After discussions and deliberations, the Council of Ministers decided to study the file in a better way, and organize the work of the Council in a mechanism and way that would be at the level of its responsibilities.
    The Prime Minister pointed out to the continuation of talks between the regional government and the federal government to reach a fundamental solution to the outstanding issues between the two sides, including the oil and gas file on the basis of the Iraqi constitution, according to which, in an express text, the limits of the authority of the region and the federal authorities, and based on the constitution, the House of Representatives is responsible for enacting The oil and gas law, which will become a binding law for everyone, which does not exist until now.
    The Prime Minister stressed that the file of the oil and gas law in Iraq was not regulated by a law based on the constitution, explaining that the ministerial delegation of the region had visited the Iraqi Oil Ministry, and proposals were exchanged in official books to reach an agreement and common understanding under the constitution.

    In the third paragraph of the meeting’s agenda, the Council of Ministers discussed interest in the legal regulation of mineral investment in the Kurdistan Region by formulating a draft law in this regard, to be discussed in future meetings of the Council of Ministers and sent to Parliament for legislation, with the aim of encouraging and ensuring the best investment of mineral resources in the region in accordance with to international standards, make its revenues flow into public service, diversify financial sources, and stimulate the economy of the region.
    In another part of the agenda, a decision was taken to continue suspending the requirement for import licenses and customs duties on foodstuffs and basic food products, which had been previously decided to prevent price hikes in the region's markets, and to confront the global crisis.
    The Deputy Prime Minister spoke about the increasing number of cases of violence against women in the Kurdistan Region, and pointed out that this phenomenon is unfortunately on the increase, which requires work to reduce these extremist ideas, and on the basis of that, a campaign should be launched with the aim of eliminating this phenomenon. He also praised the efforts of the security forces in arresting the perpetrators of these crimes and referring them to the law. In light of this, the Council of Ministers decided to hold a special meeting on this issue with the aim of organizing and initiating the campaign.

    At the conclusion of the meeting, and with the aim of reorganizing the government banking sector in the Kurdistan Region, the Council of Ministers decided to complete the conditions of the Central Bank of Iraq for the establishment of the (Nishtman) Bank in the Kurdistan Region, which will play an important role in reviving the banking sector in the region and reorganizing the work of all banks within the framework of a national bank. One developed and modern, as it will contribute to providing the necessary banking facilities for citizens and the private sector.
