The former Rapporteur of the Finance Committee, Ahmed Al-Saffar, confirmed, on Sunday, that the legislation of the Emergency Support Law for Food Security and Development transformed the caretaker government into an authentic in an explicit constitutional violation, indicating that the law included illegal articles, and that the authority of the caretaker government is to spend according to State Administration Law 12/1.

Al-Saffar said in a statement to “Information” that “the adoption of the Emergency Support and Development Law transformed a government that does not have financial powers to an authentic government that possesses all financial powers, since its powers, according to the constitution, are a caretaker government related to exchange only according to the 1/12 mechanism.”
He added that "the law granted the caretaker government a full operating budget in addition to the investment budget, and there was no difference between the caretaker government and the original government, but the paragraphs of this law constitute half of a full budget."
Al-Saffar explained that "five articles in the new law extracted a text from last year's budget 2021 related to continuing to borrow, and that this law is nothing more than a circumvention of the budget law." Ended / 25 AD
