    Someone slap me if I am wrong here... sounds as if Z is saying Chp VII could last 3-4 more years. However, there is no reason for it to. Iraq could choose to pay the debt at any time. They could take the 3-4 years to pay the 15 billion and look for the dead and MIA's from Kuwait, butt hat is not beneficial to the welfare of any of the parties involved. It is more beneficial to wrap this up quickly.

    Yes, all issues are moving towards closure. The borders are done. The missing persons and archives will turn into a bilateral issue. On the 13 billion left, I found an article dated 7-9-09, in which Iraq wanted Kuwait to forgive 15 billion of the 25 billion owed at that time and invest in Iraq.     After 4 years of negotiations, they probably have come to resolution. Within the 2009 article, it states any agreement would originate in the executive branch (Prime Minister) and any debt reduction would have be be approved by the Kuwait Parliament. This statement on parliamentary approval of debt reduction is in the article above. The Kuwait Prime Minister is coming to Iraq to sign bilateral agreements. Based on the statements out of Kuwait, maybe the debt reduction issue is in the stack for signature. I'm sure it will all come out in the wash.
