     Bank Governor Abdul Basit Turki, Sunday, Iraq's economic future will surprise friends, noting that after coming out of Chapter VII must be the Iraqi market is open to anyone who wants to contribute in accordance with the laws applicable investment.

    I truly see this piece as something great about to happen as soon as they (Iraq) allow it too. Turki and the TBI is a big deal coming from and about them. Is there a link to this?

    I made a mistake when stating one important one as in reality, it doesn't matter cause either way it has no effect on the economics. My Bad but it does show or did show the two different arrangements of the statement.
