Baghdad/Bright news
Experts welcomed the trend towards adjusting the salary scale of employees, but they called for a review of the entitlements of high-ranking officials who occupy about 8,000 degrees in the state, stressing that prejudice to the lower classes or those with higher degrees will create a major social crisis.
And the Secretary-General of the Council of Ministers, Hamid Al-Ghazi, had stated at the end of last week, that "the government is working to amend the salary scale, and this is within the government's program to amend the salary scale, which is the demand of everyone and all specializations suffer, and this is among the inherited administrative problems."
Al-Ghazi added, "There are ministries that have financial allocations that raise the salaries of their employees, while the same specialization, certificate and degree in another ministry receive salaries that are the least that causes societal disparity among state employees, so we are working to amend the salary scale."
In addition, economic expert Mustafa Hantoush said, in a statement to (Al Mada), that “government statements regarding the amendment of the salary scale for employees are not new, but are constantly addressed from time to time.” Hantoush added, "Iraq suffers from a disparity in employee salaries, especially for ministries that enjoy revenues such as oil, electricity, foreign affairs and other sovereign government agencies that enjoy large financial incentives and entitlements." He pointed out that “there are other ministries whose salaries are weak, such as education, water resources and culture,” noting that “an employee of a certain degree and holding a university degree receives a salary of about 600,000 dinars, but there is another with the same degree and certificate that receives a salary of up to 2.5 million dinars.”
Hantoush pointed out that "state institutions are also suffering from special degrees, estimated at 8000 degrees, whose owners receive explosive salaries." He explained, "The disparity requires preparing a new scale to remove the differences and achieve a kind of justice," criticizing what was leaked regarding "the new plan for the salary scale, as it included the deletion of the allocations for higher education, although these allocations do not have a significant impact." Hantoush pointed out that "some of those with the rank of general manager receive a salary of 12 million dinars per month, the undersecretary reaches 15 million and the ministers, and there are those who receive an estimated salary of 50 million dinars." He stressed, "The new peace should not target the lower classes, whose salaries range from one million to one and a half million dinars, because this generates popular anger among the employees."
Hantoush called for “the abolition of giant privileges for special grades and directing their funds to ministries that do not have incentives and revenues, as well as representatives, ministers, and presidencies.”
And he stated, "There is a law in the House of Representatives in the name of the Federal Service Law, which includes authorizing the Federal Service Council to amend the salary scale, provided that it is included in the next year's budget." Hantoush concluded, "to warn against the government bypassing the legal mechanisms and preparing a ladder in order to achieve political goals, because this will leave dangerous effects on the Iraqi street."
For his part, another economic expert, Hamza Al-Hardan, said in an interview with Al-Mada that "Iraq needs to amend the salary scale, and there is a possibility for that, but not under the current government." Al-Hardan added, "Providing a new salary scale that achieves justice is supposed to be within the plans of the next government, and contribute to solving the large gap in salary rates among ministries' employees."
He pointed out that "the presence of differences in salaries between one ministry and another, among those who have the same degree and degree, has caused major problems, especially in terms of life requirements and a sense of injustice."
Al-Hardan stated, "there are many factors that drive the adjustment of the salary scale, including the change in the dollar exchange rate, the economic crisis and the significant rise in local markets." And he demanded, “a re-examination of the economic situation of the segments of society, including the employees, because the dues paid by the state to workers in its institutions affect the entire economic cycle.”
Al-Hardan concluded, “The process of restoring the salary scale will be taken from the treasury, as it will witness an increase in the salaries of those with lower grades, and this puts us in front of the need for ministries to have the ability to self-finance and not rely on the budget.” Committee member Jamal Cougar had stated in previous statements that “the new salary scale will equal the salaries of ministries’ employees and have a number of benefits, including achieving justice and the process of moving between ministries will be easier, and have economic feasibility.”
Cougar added, "The committee is waiting to send the new salary scale for the purpose of its study," noting that "the Federal Service Council will be able to detect aliens, double and multiple salaries."
