    [size=45]Behind the cautious calm following the Al-Khadra clashes last week, according to leaks, revenge operations are being planned against the followers of the Sadrist movement, Muqtada Al-Sadr.[/size]
    [size=45]Field movements and electronic escalation through anonymous accounts threaten to violate the truce, just days after a tacit agreement between the political forces to reduce the escalation.[/size]
    [size=45]On the other hand, Prime Minister Mustafa Al-Kazemi's second summit, which he called for all the conflicting parties, is also threatened with postponement or cancellation.[/size]
    [size=45]This comes at a time when Parliament Speaker Muhammad al-Halbousi angered the coordination framework team, after he stipulated announcing a date for early elections before any new dialogue.[/size]
    [size=45]In turn, the so-called “minister of the leader” retreated from the escalation that the latter led through his electronic accounts, despite the retreat of the current’s opponents.[/size]
    [size=45]In the last 48 hours, Sadr's minister, Salih Muhammad al-Iraqi, did not "tweet", after threats he made to Asa'ib Ahl al-Haq's leader, Qais al-Khazali, and requested that Faleh al-Fayyad be removed from the crowd.[/size]
    [size=45]But the movement's circles are talking to Al-Mada about "information indicating the possibility of carrying out revenge operations against Al-Sadr's followers because of what happened in the Al-Khadra clashes."[/size]
    [size=45]Sadrist circles believe that "a fire that occurred at dawn yesterday in the Al-Shula area, west of the capital, was deliberate and occurred with a mortar shell."[/size]
    [size=45]And those circles go on, saying: "The commercial complex that was burned is affiliated with one of the Sadrists," expecting that what happened was a "revenge act."[/size]
    [size=45]A statement yesterday by the Civil Defense, after putting out the fire, confirmed that the cause of the accident was the construction of part of the complex with flammable sandwich panels.[/size]
    [size=45]The Civil Defense statement did not mention the cause of the accident, saying that it “requested to open an investigation and summon a forensic expert to collect samples and determine the causes of the fire.”[/size]
    [size=45]The Sadrist movement's circles believe that these incidents may be repeated, "and the most dangerous is that the matter turns into individual assassinations."[/size]
    [size=45]And a secret security document leaked from the Baghdad Operations Command last Friday, warned of assassinations that may affect some people inside the capital, by "armed groups outside the law."[/size]
    [size=45]According to the document, which was reported by the media, the assassinations will be carried out using "shaded wheels without traffic plates and motorcycles."[/size]
    [size=45]In return for the Sadrist reduction, websites close to the coordination framework circulated what they said were leaks between Sadrist leaders criticizing the leader of the movement.[/size]
    [size=45]And those websites published an audio recording attributed to the leader of the Sadrist Council of Ministers, Hamid Al-Ghazi, and the other leader in the current, Mustafa Al-Yaqoubi, which showed their annoyance at Al-Sadr's recent decisions about what happened in the events of Al-Khadra.[/size]
    [size=45]On the other hand, new anonymous accounts on social networking sites escalated an attack against the Sadrist movement, and a new account appeared under the name "Minister of the Framework", similar to the "Minister of the Leader".[/size]
    [size=45]The new framework minister issued a statement, in the manner of Saleh Muhammad al-Iraqi, calling for the removal of Saraya al-Salam (the military wing of the Sadrist movement) from the Popular Mobilization Organization.[/size]
    [size=45]The words of the "Framework Minister" came in response to previous calls by Al-Sadr's minister to expel Faleh Al-Fayyad from the PMF.[/size]
    [size=45]An undeclared agreement had been reached between the political parties on a truce following the events of Al-Khadra last week, until the end of Imam Hussein's Arbaeen visit after mid-September.[/size]
    [size=45]In implementation of the new truce, some factions decided to close their offices following threats from the "commander of the leader" and limited clashes that took place at the end of last week in Basra.[/size]
    [size=45]New round of dialogue[/size]
    [size=45]On the political side, political sources told Al-Mada about "there are calls from the Prime Minister to hold a new round of negotiations today, Monday."[/size]
    [size=45]It is expected, according to those sources, that the new dialogue that is being talked about will not witness the presence of the Sadrist movement.[/size]
    [size=45]The sources close to the discussions of the political forces indicated that "mostly, the new session of the dialogue will be postponed until after the Arba'een visit."[/size]
    [size=45]The movement had boycotted the first round that took place last month, and the political forces also failed to hold another meeting, which was scheduled for 5 days before the entry of Sadr's followers into the Green Zone at the end of August.[/size]
    [size=45]In confirmation of the calls for dialogue, Parliament Speaker Muhammad al-Halbousi stipulated 10 conditions before attending the new meeting, including choosing a new government.[/size]
    [size=45]Al-Halbousi and his Sunni coalition (Sovereignty) and the Kurdistan Democratic Party had abstained in the previous round (which was not held) from attending without the presence of a representative of the Sadrist movement.[/size]
    [size=45]And this time, it seems that Al-Halbousi has abandoned his previous request, and called, within his new requirements, to set a date for the early parliamentary elections and the provincial elections, no later than the end of next year.[/size]
    [size=45]This request may anger the "frameworkers" who prefer to leave these matters to the discussions of Parliament, which is stumbling in holding its sessions despite the passage of days since the withdrawal of Sadr's followers from the building.[/size]
    [size=45]Al-Halbousi also demanded the election of a president of the republic, and the selection of a government with full authority, agreed upon, and trusted and reassured by the people and their political forces.[/size]
    [size=45]Re-interpreting Article 76 of the Constitution, and canceling what he described as “the shameful circumvention in manipulating the provision of this article, which occurred under political pressures after the 2010 elections.”[/size]
    [size=45]This article had denied the Sadrist movement, which has the highest seats in the recent elections (73 deputies) from forming a government because of a previous interpretation of the Federal Court.[/size]
    [size=45]Article 76 of the constitution states: First: The President of the Republic assigns the candidate of the largest parliamentary bloc to form the Council of Ministers within fifteen days from the date of the election of the President of the Republic.[/size]
    [size=45]Second: - The Prime Minister-designate shall nominate the members of his cabinet, within a maximum period of thirty days from the date of the assignment.[/size]
    [size=45]Third: - The President of the Republic shall designate a new candidate for the presidency of the Council of Ministers, within fifteen days, upon the failure of the designated Prime Minister to form a ministry, within the period stipulated in item “Second” of this article.[/size]
    [size=45]Fourth: - The Prime Minister-designate shall present the names of the members of his cabinet and the ministerial curriculum to the House of Representatives, and he is considered to have gained its confidence, upon approval of the ministers individually, and the ministerial curriculum, by an absolute majority.[/size]
    [size=45]Fifth: - The President of the Republic assigns another candidate to form the ministry, within fifteen days, in the event that the ministry does not gain confidence.[/size]
    [size=45]In addition, the Speaker of Parliament called for the adoption of the Federal General Budget Law, and to maintain or amend the Parliament Elections Law, and the last point approaches the demands of the Sadrists who do not encourage changing the election law.[/size]
    [size=45]Al-Halbousi also called for the legislation of the Federal Supreme Court law, according to Article 92 of the Constitution, the redeployment of military and security forces, the return of the displaced, and the regulation of the relationship between Baghdad and the region.[/size]
    [size=45]A crisis of confidence[/size]
    [size=45]With regard to the position of the coordination framework on the requirements of the Speaker of Parliament, the former minister and member of the Al-Fateh Alliance, Muhammad Mahdi Al-Bayati, said that Al-Halbousi's demands "will not solve the problem."[/size]
    [size=45]Al-Bayati, a former Minister of Human Rights, stated in an interview with (Al-Mada) that: "There is no agreement yet to attend or not attend the framework for the new session of the dialogue."[/size]
    [size=45]On the other hand, he said, "Any call for dialogue must be preceded by a complete waiver of the language of arms, threats in tweets, and attempts to cancel the other," referring to the Sadrist movement.[/size]
    [size=45]Al-Bayati added: «The demands of the Speaker of Parliament will not end the crisis, because what was stated in its requirements will not solve the problem of lack of confidence that exacerbated after the events of Al-Khadra».[/size]
