    The last of these fire incidents broke out last Sunday in a commercial building in Al-Waziriyah district in Baghdad, as the fire continued for more than 30 hours despite the participation of 32 firefighting teams in an attempt to put out the fire.     This incident is not the most prominent in a series of fires affecting cities, as last year witnessed the two largest fires in the country when the fires devoured large parts of Ibn Al-Khatib Teaching Hospital in Baghdad and Al-Hussein Teaching Hospital in Nasiriyah (south), which at the time led to hundreds of deaths and injuries, as well About the fires that usually devour large areas of wheat and barley farms in summer.

    Iraq is witnessing year after year an increase in the number of fires inside cities and towns, and the media director of the General Civil Defense Directorate in Iraq, Brigadier General Jawdat Abd al-Rahman, says that his directorate has recorded, since the beginning of this year, more than 25,000 fires in various Iraqi governorates except for the Kurdistan region, and these fires varied Between large, medium and light.
    Regarding last year's statistics, Abdul Rahman explained that the total number of fires for the past year amounted to 31,500 fires, and electrical contact was among the most common reasons that led to them, at a rate of 47%, and that nearly 25,000 fires were in the private sector and more than 6,000 in the sector's departments. general.
    And the series of record numbers for fires continues, as the Civil Defense Directorate confirmed in a press statement that last July witnessed 3077 fires, which is the highest rate during the past years, which means that Iraq witnessed more than 100 fires per day, which places a great responsibility on Iraqi civil defense teams.

    Several reasons

    Abdul Rahman pointed out that the negligence of the owners of shops, complexes and warehouses in providing safety means and fire extinguishers causes the outbreak and exacerbation of fires, in addition to the use of materials that are not suitable for construction such as sandwich panels in construction, as these panels are stuffed with materials that quickly It ignites as gasoline fuel.
    The capital, Baghdad, records the largest number of fires, then comes Basra (south), Kirkuk (north), Najaf (south) and the rest of the cities. Last August, the Civil Defense Directorate issued a statement explaining the reasons for the high rates of fires annually, attributing this to urban expansion , and the spread of violations in the use of unauthorized building materials, abuses of the type of building, and the conversion of some residential buildings into irregular warehouses in residential neighborhoods and cities, indicating that these accidents resulted in the death of 18 people this year, most of them as a result of inhaling toxic gases emitted from fires.
    For his part, the expert in the field of quality management in Iraq, Ahmed Al-Mayahi, believes that the main problem is the infrastructure procedures, information and records for each project or commercial building, which must be available to government departments to know the construction details, safety means, etc., pointing out that the majority of commercial buildings The warehouses do not have engineering plans or have not been handed over to government agencies.
    Al-Mayahi added that the large increase in fires is due to the randomness that has become characteristic of cities, commenting, "There is a real problem in Baghdad and the provinces. Many residential buildings have turned into commercial warehouses in the middle of residential neighborhoods, which causes enormous risks. There are no building standards. It is necessary to take into account the risk study, the geographical location of the buildings and the possibility of quick access to them, especially commercial stores and large shopping centers.

    Not adopting technology

    The reasons for the outbreak of fires and causing many victims may not depend on specific reasons, which is indicated by Maan Younes, an expert in control and control systems and building management, as he stresses the need for light guiding signs to be available in every building indicating emergency exits and stairs.
    Regarding the most important early warning systems used in the world for warning of fires, Yunus explained that the most common ones are those that contain smoke and heat sensors, and they are of two types, either traditional or modern (which has the ability to automatically connect to civil defense centers), as the second contains There are manual call points and warning bells, as well as an automatic communication unit to communicate with those responsible for the place and civil defense, and few buildings use these systems, indicating that the Iraqi infrastructure does not provide the possibility of direct communication of alarms with civil defense as in the rest of the countries.
    He added that there are extinguishing systems that can be linked with early warning units, and they are usually used in important sites that include expensive electronic devices or important documents, as the material used to extinguish fire within these systems depends on carbon dioxide or hepta-flora propane gas "F". FM200.
    Yunus concluded by pointing out that the majority of buildings in Iraq lack fire safety systems such as those that are placed around the electricity panels feeding the buildings, as well as water hoses extending through the buildings, pointing out that the failure to impose these systems by the state and the lack of quality of some fire extinguishing equipment are considered One of the important reasons for the outbreak of fires and the failure to control them early.

    Amending the law

    The civil defense in Iraq relies on its own Law No. 44 of 2013 legislated by Parliament, which is indicated by the media director of the General Directorate of Civil Defense in Iraq, Jawdat Abd al-Rahman, adding, “Civil defense teams conduct two inspections a year on buildings, where observations, violations and recommendations are recorded.” And whoever does not comply is referred to the dismissal session in accordance with Article 20 of the Civil Defense Law, and the violator pays sums of money ranging between 250 thousand Iraqi dinars ($170) and one million dinars ($680) according to the size of the violation.
    Because of the failure of the violators to comply with the recommendations directed to them, the Directorate has been working for about a year to propose an amendment to Article 20 of the Civil Defense Law, according to Abdel Rahman, stressing that the amendment proposal includes raising the value of the fine to 15 million dinars (10 thousand dollars), in addition to closing the project permanently. until it meets the recommended safety conditions.
    The number of civil defense centers in Iraq is 225 centers distributed in various cities, in addition to dozens of civil defense teams stationed in important sites and near commercial and sensitive centers. to her.
    Observers confirm that the problem in Iraq lies in the failure to acknowledge the real causes of the increase in fire rates, and that some of them fall on citizens before others, as the majority of Iraqi homes do not contain cylinders for manual fire extinguishers, in addition to the fact that commercial complexes that use warning and extinguishing systems suffer from problems In its operation due to its low quality and that it is of unreliable origin, and the state allows it to be imported without being subject to the standards of the standardization and quality control apparatus.
