    The Euphrates River originates from Turkey and crosses the Syrian lands to flow in Iraqi lands, where it meets in its south with the Tigris River, to form the Shatt al-Arab.
    After entering Syria at the city of Jarablus in the countryside of Aleppo, the river passes through Raqqa and then Deir Ezzor, then exits the Syrian lands at the city of Albu Kamal to enter Iraq at the city of Al-Qaim in Anbar.
    After that, the river enters Babylon to Karbala, then to Najaf and Diwaniyah, then Muthanna, then Dhi Qar, to form after that the area of ​​the marshes in southern Iraq, and in the south the Tigris River joins with it, forming the Shatt al-Arab, whose waters flow 120 kilometers south to flow into the upper Gulf.
    The previous detail may clarify the complete view of the course of the river, but the mechanism for distributing its water was governed by an agreement between Turkey and Syria in 1987, which stipulated at the time that the Turkish side pledged to provide an annual rate of more than 500 cubic meters per second to the Syrian side. 
    And after two years of that agreement, the Syrian side headed to sign a similar agreement with Iraq (the downstream country), which stipulated that the share of the latter that was passed on to it at the Syrian-Iraqi border would be 58 percent of the Euphrates waters, compared to 42 percent for Syria.
