    The economist Musab Osama identified three steps to extract the productive reality in Iraq and achieve the published reform.
    Osama told "Al-Iqtisad News" agency that "the availability of the real political will for reform is a prerequisite before any move to advance the economy," noting: "After this will is available, the first step must be taken, which is controlling the border crossings and customs."
    He added, "Fully automating the import work from the issuance of the import license until the entry of the goods into the local markets, with the need to correctly understand the economic reality, what do we import, what do we consume, quantities, types, and origins."
    After that, the expert referred to "the classification of our agricultural and industrial production sectors, what can we produce, what are the raw materials that we need for industry and many details in this regard."
    On the basis of these data and statistics, he saw that "the trade policy is based, and the customs tariff and technical obstacles are the basis for controlling imports," noting that "these procedures need 3~5 years of real work, technical work, until after that we can move the production wheel in Iraq."
