[size=45]The Parliamentary Finance Committee gave a new date for the long-awaited budget law legislation, expecting it to enter into force next April, pointing out that the relevant ministries have completed all preparations and only the final touches are left to present it to government meetings, confirming the resolution of all points related to determining the exchange rate of the dollar and a barrel. oil.[/size]
[size=45]The committee had expected earlier that the vote on the law would take place this month, and that it would enter into force in March.[/size]
[size=45]Committee member Representative Nermin Maarouf said, "The issue of preparing and approving the budget law has become a preoccupation for Iraqis, and has affected the economic situation in general."[/size]
[size=45]Maarouf continued, "This law, which was absent from Iraq last year due to the problems that accompanied the formation of the current government, has an impact on the lives of citizens."[/size]
[size=45]She indicated, "The current exchange is in accordance with the Financial Management Law on a monthly basis, based on the necessary expenditures for the 2021 budget until the present time."[/size]
[size=45]Maarouf pointed out that "everyone is watching and waiting and calling on the government to expedite sending the law for the current year, with warnings of the continued delay because of its negative impact on the financial and economic reality."[/size]
[size=45]And she emphasized, “The government has passed about four months since its formation, and it was supposed to send the budget no later than last December.”[/size]
[size=45]Maarouf reported, "The Ministry of Finance spoke about the close completion of the formulations of the budget law in light of the changes that occurred by reducing the exchange rate of the dollar from 1450 to 1300 dinars per dollar."[/size]
[size=45]And she stressed, "This decision had an impact on determining the revenues and the total budget amounts, which necessitated the government to reconsider some numbers by sending them again to the Ministry of Finance."[/size]
[size=45]Maarouf stated, "Iraq is one of the rentier countries that depend entirely on oil revenues that reach us in hard currency, at a rate of more than 95% of the total state revenues."[/size]
[size=45]And it reported that “the most prominent obstacles to the completion of the law in the Council of Ministers is the reduction of the dollar price and the failure to set a specific price for a barrel of oil due to changes in global markets.”[/size]
[size=45]Maarouf noted, "The government wants to reach accurate numbers to ensure its ability to implement the paragraphs of the ministerial curriculum, which depends in one way or another on the allocations contained in the budget law."[/size]
[size=45]And she continues, "The government plans that need funds are related to facing poverty, absorbing unemployment, implementing service projects, and addressing other economic problems."[/size]
[size=45]Maarouf spoke about «a delegation from the Kurdistan region is making a current visit to Baghdad to agree on the proportion of the region in the budget».[/size]
[size=45]And she stressed, "This delegation includes stakeholders from the Ministry of Finance and Economy in the regional government and is conducting continuous negotiations with the concerned authorities in preparing the budget in the federal government."[/size]
[size=45]Maarouf expressed her hope that "these frequent visits will end in reaching agreements before sending the budget to the House of Representatives to avoid problems during the process of enacting the law, especially with regard to the share of the region and other issues."[/size]
[size=45]It believes that "ending these recurring disputes every year is linked to the legislation of the oil and gas law, which we hope will be approved as soon as possible."[/size]
[size=45]And Maarouf went on to say that “the size of the deficit in the law is related to the amounts allocated in the spending side, and we do not have reliable information on this issue, since the project has not returned us to the House of Representatives until the present time.”[/size]
[size=45]For his part, committee member Mueen Al-Kadhimi stated that "the formulations of the budget law were completed about a month ago."[/size]
[size=45]And Al-Kadhimi continued, "The amendments that took place in the ministerial curriculum and those that took place in the price of the dollar necessitated the Ministries of Finance and Planning to recalculate the budget on the basis of the new variables."[/size]
[size=45]He pointed out, "The resolution of the draft law has become close to the Council of Ministers, and the Finance Committee is ready to accept it and present it for discussions in preparation for a vote as soon as possible."[/size]
[size=45]Al-Kazemi noted, “There is a real desire to make this budget balanced in terms of revenues and expenditures,” stressing that “the deficit, which is estimated at 35 trillion dinars, can be bridged through the surplus reserve or the government’s recovery program and the remaining allocations of the Emergency Support for Food Security Act amounting to 9. Trillions of dinars allocated for the development of the regions ».[/size]
[size=45]It is expected that «this law will be completed by the government this month, until Parliament discusses it in March and passes it. As for its implementation, we hope that it will be in the month of next April».[/size]

[size=45]And the statement continued, "The committee listened, during the hosting, to a detailed explanation regarding the appointment mechanism and points of comparison for applicants for employment who hold higher and higher degrees, and the creation of job grades."[/size]
[size=45]And he talked about "opening links to receive appointment requests and data collection for applicants from Iraqi universities and universities abroad, in addition to opening a window to audit data."[/size]
