    Economy News - Baghdad
    The Iraqi government issued a package of decisions during the cabinet session held today, Tuesday, headed by Prime Minister Muhammad Shia al-Sudani.
    Al-Sudani’s office said in a statement, “Prime Minister Muhammad Shia’a Al-Sudani chaired today, Tuesday, the ninth regular session of the Council of Ministers.
    According to the statement, "Based on the continuous directives of the Prime Minister towards addressing traffic jams in the capital, Baghdad, and based on previous decisions of the Council of Ministers, and what also resulted from the meeting he held with the ministries and competent authorities this February, and in order to facilitate the implementation of road and bridge projects, The Council of Ministers agreed to exclude two projects (removing traffic jams in Baghdad / the first phase, and auditing the designs, supervision and monitoring of the project to remove traffic jams in the city of Baghdad / the first phase) from the instructions for implementing the investment budget related to the requirements for listing projects, provided that the Ministry of Construction, Housing, Municipalities and Public Works bears the responsibility Responsibility for the correctness and safety of contracting procedures when issuing instructions.
    The statement added, "The council also discussed the files and issues on its agenda and took the following decisions in their regard:
    First / Approval of the draft anti-terrorism law and referring it to the House of Representatives, based on the provisions of Articles (61 / item first and 80 / item second) of the constitution, taking into account the recommendations of the State Council, and the opinion of the legal department in the General Secretariat of the Council of Ministers, as well as Notes of a number of cabinet members that were recorded during the meeting session that discussed the draft law.
    Second / Approving the recommendation of the Ministerial Council for Energy, which includes authorizing the Director General of the South Gas Company, the authority to sign the preliminary agreement for the project to develop the Bin Omar gas field, taking into account the opinion of the legal department in the General Secretariat of the Council of Ministers.
    Third: Approval of the legal department in the General Secretariat of the Council of Ministers preparing a draft law amending the Martyrs Foundation Law (2 of 2016), stating (not including the martyrs in accountability and justice procedures), and including the families of the martyrs from the Peshmerga and the security services in the areas that lie outside the region Kurdistan in the aforementioned institution law, and referring it to the House of Representatives based on the provisions of Articles (6/ item first, and 80/ item second) of the constitution.
    Fourth / Approving the signing of the principles of cooperation on energy in Iraq - the second phase, between the Ministry of Electricity and (General Electric International Inc.), and the Ministries of (Planning and Finance) listing projects according to priorities and over multiple years, and providing the necessary allocations and financing to proceed with the projects to be implemented. According to the principles of cooperation. The Council authorized the Minister of Electricity with the necessary powers to proceed with implementation, with the exception of the contracting methods stipulated in the instructions for implementing government contracts, in a way that guarantees speedy completion and achieves the desired goal of signing the principles of cooperation with General Electric (GE).
    Fifth / Approval of a draft law on the accession of the Republic of Iraq to the Marrakesh Treaty to Facilitate Access to Published Works, for the benefit of persons who are blind, visually impaired or with other disabilities in reading publications, which entered into force on September 30, 2016, and referring it to the House of Representatives based on the provisions of Articles ( 61/ item first and 80/ item second) of the constitution.

    Sixth: Approving the recommendations for importing urea and DAB fertilizers, which included:
    1- Cancellation of licenses for importing fertilizers (urea and dab).
    2- Allowing private and mixed sector companies concerned with agricultural activity, officially licensed agricultural offices, and the General Union of Agricultural Associations to import fertilizers (urea and dab) (without an import license).
    3- Allowing the entry of fertilizers (urea and dab) through the border crossings (Trebil, Zurbatiya, Umm Qasr, and from the Kurdistan Region of Iraq through the control of the dam in Nineveh and the control of Darman in Kirkuk) in accordance with the applicable controls.
    4- Conducting chemical and radiological examinations by the competent authorities within 48 hours at the border crossings.
    5- Maintaining the process of following up the transfer of fertilizers from all border crossings and controls to warehouses by the Joint Operations Command and the National Security Agency.
    6- The National Security Adviser is responsible for setting up mechanisms that regulate the process of storing fertilizers and monitoring their distribution in coordination with the relevant authorities.

    Seventh / Approving the recommendation of the Ministerial Council for Social Services, according to the following:
    1- Approval of the national bag for dealing with nuclear and radioactive materials that includes the three strategies listed below, prepared by the committees formed according to the Diwani Order (73 of 2019), which was approved by the team authored by the Diwani Order (78 of 2018).
    a. The (updated) National Strategy for Radioactive Waste Management.
    B. Radioactive waste treatment mechanism and methods.
    c. Natural Origin Radioactive Waste Treatment Strategy (NORM).
    2 - Teaching a health physics course at the Institute of Technical Medicine, and the Radioactive Pollution Department at the Institute of Technology.

    And the statement continued, “With the aim of confronting the high prices of some materials in the local markets, and alleviating the burden of citizens, the Council of Ministers agreed to cancel the import license for materials necessary for the needs of citizens, according to the following:
    First: Exempting all goods and commodities imported through border crossings (land, sea, and air) from the import permit, with the exception of the materials listed below, for security, health, and dangerous necessities of dual use (restricted materials), which are as follows: 1. All medical materials including 
    medicines Supplies, medical and laboratory equipment, chemical precursors, and raw materials for Iraqi factories.
    2. Including all materials subject to the controls of granting, importing and trading electronic devices and equipment of security and intelligence use in the import permit.
    3. Inclusion of all chemicals, dual-use and hazardous materials.
    4. White cement.                         
     5. All kinds of petroleum products.               
    6. Military clothing and weapons.
     7. Freon gas.                             
    8. Mobile devices.
     9. Medicinal infant formula.
    10. Seeds and seeds.
    11. Veterinary medicines and pesticides.           
    12. Cigarettes.                              
    13. Used materials (according to the mechanism for importing used materials in the Ministry of Environment).
    14. Live animals

    Second: confirming that all goods and commodities are subject to pre-examination procedures according to the mechanism followed by the Central Agency for Standardization and Quality Control, as well as procedures for examining agricultural and veterinary quarries at border crossings.
    The statement pointed out, “With the aim of covering the expenses of the initiative to rehabilitate and train young people looking for job opportunities, develop their digital skills, and develop their capabilities to harmonize the labor market, the Council of Ministers decided that the Media and Communications Authority should spend an amount of 25 billion dinars from the universal service account, to finance the initiative in all governorates.” ".
