Prime Minister Muhammad Shia al-Sudani spoke about the tripartite budget, while revealing the main outlet for smuggling dollars from Iraq, stressing that his government will deal, according to the law, with armed groups that threaten the security of neighboring countries.
Al-Sudani said, in an interview with a group of Iraqi television stations, that "all businesses and projects depend on the government's seriousness in implementing its declared programs and goals," pointing out that "one piece of land in Sadr City has 3 housing units."
He added, "The Sadr City residential project will be implemented soon," noting, "We have laid the correct foundations for the Sadr City project, and we are serious about implementing it, and it is a solution to many problems."
He pointed out that "there is a neglect of housing and slums and the road network in the capital, Baghdad," stressing that "there is a group of residential cities that will be completed successively, according to administrative procedures."
He explained, "The origin of the tripartite budget came in accordance with Financial Management Law No. 6 of 2019," noting that "every year we reach the eleventh month, ministries are paralyzed due to the lack of a budget."
And he continued, "Every year, the state loses 6 months due to the lack of a budget," pointing out that "most of the projects put forward in the budget include the electricity, hospitals, and health sectors, in addition to services."
He stressed that "the tripartite budget guarantees financial stability and is a positive message to the private sector," noting that "the political, economic and societal situation in Iraq needs a medium-term budget."
He pointed out that "the first year in the tripartite budget is obligatory, and the second and third years are indicative, as the tripartite budget includes a vision and all our priorities are included in it," explaining that "there are 3 activities in the budget to combat poverty, which is the expansion of inclusion, the improvement of the ration card items, and the granting of cash subsidies to students Students are the children of those covered by social protection.
He pointed out that "the budget also includes a fund to support the poorest regions, according to the indicators of the Ministry of Labor," stressing that "it is not possible to rely only on oil revenues only, and our revenues must be improved."
And between, "We import gas and electricity annually by 10 trillion, and we raised the slogan of services for our government because it was a public demand," noting that "services are a priority for us and we have begun to address them from several angles."
He continued, "We have a lot of projects lagging behind since 2012," noting that "the operational budget in the tripartite budget is a result, not a decision taken."
He explained that "there are many laws that we have worked to implement and have raised the operating budget, including installing lecturers and contractors, appointing holders of higher degrees, and paying loan dues that were not paid in previous years," noting that "the government job should not be the only outlet for the citizen's living income."
And he stressed that "it is hoped that Parliament will vote on the retirement and security law, and the government will contribute to the fund to provide privileges for workers in the private sector," stressing that "the fluctuations in the exchange rates of the dollar are the result of the failure to implement the agreement signed between the previous government and the central bank with the Federal Bank and the US Treasury." ".
He pointed out, "The agreement ended less than a month after we approached the government, and we assumed responsibility and adopted procedures to comply with the global banking system," noting that "our trade is distorted due to money laundering and smuggling, in addition to the lack of reliability in the banking system."
And he stated, "The number of merchants who started registering on the electronic platform has increased," stressing that "the exchange rate of the dollar against the dinar will decrease, reaching its official price of 1,320 dinars."
He explained that "the Iraqi dinar is strong and the financial situation is at its best," pointing out that "there are procedures against speculative traders."
He continued, "We have great confidence in the Iraqi dinar," noting that "a session of the Council of Ministers or the Economic Council is not devoid of decisions related to economic reforms and improving the investment environment."
He pointed out that "the exchange rates of the dollar tend to stabilize and reach the official rate soon," noting that "the Kurdistan region was the main outlet for smuggling the dollar."
And he added, "The relationship between the government and Parliament cannot be reduced to the budget law only, as the budget is for all Iraqis, and every year I will go to Parliament and inform them of the revenues for those years," noting that "the recovery of money is not a novelty, but rather a law, and we move according to legal contexts."
He pointed out that "Iraq has agreements on money recovery operations," stressing that "all countries of the world do not show flattery in the issue of combating corruption."
He continued, "We have bilateral agreements regarding the extradition of wanted persons and funds," noting that "procedurally, corruption is one of the most difficult cases to prove."
He pointed out that "Decision 186 regarding bribery was the prominent feature of the previous Commission of Decree Order No. (29), which is a negative indicator in dealing with corruption," stressing, "We are close to completing the investigations of the cases attributed to those involved in torturing those arrested on corruption charges, and the results will be announced."
He continued, "There are no red lines on any corruption file, and the best way to reach the corrupt is to track down the money," adding, "We invited citizens to investigate the people whose money has inflated."
He pointed out that "recovering money is the best way to combat corruption," explaining that "the State Administration Coalition represents the incubator for this government, and there is no such thing as disagreements, but there are views on the budget or the principle of partnership."
And he went on to say: "Partnership outside the framework of the constitution is unacceptable," noting that "the government is the party most committed to implementing the political agreement."
And the Prime Minister stated, "The government's commitment to the political framework represented by the State Administration Coalition is a moral and patriotic commitment," pointing out that "extending outside the political agreement is unacceptable."
He stressed that "some partners believe that the prime minister cannot take a decision in accordance with his powers except with the advice of political forces, and this is incorrect," stressing that "the powers stipulated in the constitution must be respected."
He pointed out that "it is incorrect to refer to the components in order to issue an exemption or referral decision," stressing that "the files of the return of the displaced and compensation for those affected are important."
And he stated, "Compensation is one of the most corrupt files, and we started the process of returning the displaced, even to those outside Iraq, after conducting a security audit," noting that "the return of the displaced is part of the political agreement and everyone is committed to it."
He explained that "stopping the export of the region's oil harms all of Iraq, not just the region," pointing out that "there are procedural issues after the agreement to resume exporting the region's oil, and most of them have been resolved."
Al-Sudani indicated that "the resumption of exporting the region's oil will take place during this week," stressing that "the federal government is committed to paying salaries, whether it is for employees of the region or in any governorate."
And he continued, "The government submits a monthly report on everything it has accomplished in every meeting with the State Administration Coalition," pointing out that "the last report submitted by the government to the State Administration Coalition included an achievement of 31 percent in 6 months."
And he indicated that "after the expiry of the 6-month deadline, there will be a cabinet reshuffle," noting that "the economy is a factor that helps in strengthening the political relations of any country."
