[rtl]Baghdad / NINA / The Parliamentary Oil, Gas and Natural Resources Committee revealed its position on the draft amendment to the Federal General Budget Law, which the Council of Representatives completed its first reading in its session today, Tuesday.
The Vice-Chairman of the Committee, Adnan Al-Jaberi, said in a press conference, "The draft amendment to the General Budget Law No. 13 of 2023 came from the government and relates only to amending Article 12 of the Budget Law, which is specific to the file of handing over oil revenues from the Kurdistan Region's fields to the federal government."
He added: "We are in favor of this amendment, but there is a list of observations that must be included in the draft amendment, including that the oil fields within the region be subject to an oil company directly linked to the Federal Ministry of Oil or through the establishment of an independent company affiliated with one of the formations of the Federal Ministry of Oil, or a company operating within the region and has a legal relationship with the ministry, or that those fields be linked to the North Oil Company, and the Federal Ministry of Oil must be provided with certified copies of all contracts that were contracted in the Kurdistan Region."
He explained that: "The new amendment project must include amending the text of Article 14, secondly, in the budget law, related to lifting the block on appointments in profitable companies for graduates of oil institutes and employees of Decision 315 contracts in the Ministry of Oil and other ministries, and appointments of graduates of the medical, engineering, scientific, and geological groups and port institutes, and reinstating those whose contracts were terminated in the Ministry of Oil "guards" and establishing contract and wage employees in all ministries."
The Vice Chairman of the Committee continued, "We submitted an official request to the Parliamentary Finance Committee to include amending Article 14 in the draft budget law No. 13 of 2023." / End 5[/rtl]
