    [size=45]The meeting came 24 hours after Muqtada al-Sadr, leader of the Sadrist movement, issued what was known as the "blood document", which was considered as a re-mobilization of his supporters before the upcoming local elections at a time when political forces are squabbling over positions and the budget.
    Although the last session only announced an agreement on a deadline for resolving the discussions of the three-year budget, information indicates that the last agreement is based on commitments from the coordination framework to implement the Sunni demands, especially with regard to the general amnesty law.
    On the other hand, the session revealed, on the other hand, the continuation of Shiite-Shiite differences, as two prominent leaders in the coordination framework were absent from the meeting. News circulated around them about a dispute over changing positions, the position on Al-Sudani, and the controversial budget figures.
    Parliament has not yet finished its discussions with ministers and officials to put a final opinion on the budget, which is witnessing objections due to the deficit, which was described as the largest among the previous budgets, while it seems that the dispute over the three years has been reduced to a large extent.
    The Legal Committee doubts its ability to complete the deliberations on the budget within the period set by the ruling coalition, which ends after one week, as the Committee has been holding daily meetings for days of up to 12 hours.
    According to political circles, it does not appear to be a coincidence that Al-Sudani's chair was placed next to Al-Halbousi in the meeting that took place on Monday evening at the home of the head of the Sovereignty Alliance, Khamis Al-Khanjar, in whose house "state administration" sessions are rarely held.
    Most of the Shiite forces still object to the presence of the dagger in the political scene or deal with it reluctantly, according to political sources, despite the latter's approach to the most prominent leaders of the "frame", Faleh al-Fayyad, head of the crowd.
    The cameras during the meeting took pictures of the prime minister and the parliament, and it seemed as if they were avoiding each other despite their sitting side by side. Shiite circles say that "Al-Sudani prevented Al-Halbousi from taking government powers and exercising them in the governorates, which angered the latter."
    Regarding the sitting of the two presidents side by side, political sources indicate to (Al-Mada) that “the session is for reconciliation between the two parties, with the intervention of some Shiite leaders in order to pass the budget.” Cases in the provinces, the latest of which is what happened in Anbar real estate, in which parties in the "frame" hinted that al-Halbousi might have something to do with it.
    Sunni sources said that Al-Sudani “rejects all of Al-Halbousi’s requests since the first came to power 6 months ago.”
    As a result of these differences, it is likely that Ammar al-Hakim, the leader of the Wisdom Movement, intervened to mediate between the two parties, which seems to have been achieved in the last session of the ruling coalition.
    Sunni sources told (Al-Mada) that “there are Shiite pledges to proceed with the basic demands of the sovereignty alliance, including the general amnesty law, but after approving the budget,” but these sources were not sure of their actual achievement.
    The sources rely on their doubts about the implementation of the commitments on the previous positions that were issued by the Shiite alliances during the successive governments, which they quickly withdrew after achieving the demands of the first, such as the issue of the agreement to criminalize the Baath Party in a law that was enacted in 2016, which was supposed to be in return for ending the file of accountability and justice that does not exist. It's still lingering in place until now.
    Observers believe that the Shiite pledges this time are different because they are written in a paper known as the “political agreement paper.” However, Ihsan al-Shammari, head of the Center for Political Thought, tells (Al-Mada) that “the paper that is being talked about has not yet seen a copy of it signed by the parties to the coordination framework.” Or a coalition of state administration ».
    Leaked copies of the agreement showed 7 clauses related or common to the Sunni demands, most notably a general amnesty, ending the accountability file, and the return of the Jurf al-Sakhar displaced persons.
    Al-Khanjar had promised, during the last Ramadan, to hold the “Eid prayer in Al-Jarf,” which is the abandoned town in the south of Baghdad for more than 8 years and is under the control of the Hezbollah Brigades, according to what Qais Al-Khazali said in a television interview before the last Eid holiday, in which he confirmed that the solution to this file lies. In that: “Hezbollah Brigades needs the arrival of a person who knows understanding to talk with them and enter some mediators to solve the matter gradually,” according to what was reported by Al-Khazali’s Covenant Agency.
    On the other hand, the issue of accountability and justice has not known its fate yet, although in the leaked political agreement paper, it specified 3 months for the Commission to complete all files and transfer them to the judicial authorities.
    In the last meeting that Al-Mada conducted with the head of the Commission, Bassem Al-Badri, in which he refused to hand over the accountability papers to any party unless Parliament enacted an alternative law to the previous law of the Commission that was enacted in 2008. As for the general amnesty, the Azm coalition, Al-Halbousi’s opponent, denied passing the
    law Before approving the budget (according to a statement by the head of the coalition in parliament, Mahmoud al-Mashhadani), before the ruling coalition decided in the last meeting to settle the budget file on May 10, which is contrary to what was being promoted by a party led by the Speaker of Parliament who promised to pass it before the budget.
    There is confusion about the amnesty law, while there was more than one old government version and a new one. Khaled Shawani, Minister of Justice, said two weeks ago, “The prime minister formed a committee for a long time for the purpose of preparing a draft general amnesty law,” according to the official agency.
    On the other hand, there is a conflict as to whether the agreement was to legislate a new law or to amend the previous law issued in 2016 about redefining the terrorist, which Khazali mentioned in the last television interview.
    Returning to the atmosphere of the meeting of the ruling coalition, observers believe that the “framework” was quick to bridge the differences and create a minor breach in the crisis between al-Sudani and al-Halbousi because of al-Sadr’s recent positions and the issuance of the “blood document”, which witnessed a great interaction from his supporters to sign it, in which the first crowd is committed to the al-Sadrs’ reference. .
    The Shiite alliance fears, according to what has been leaked, that the leader of the movement will advance a step on the coordination framework in unannounced preparations for entering the elections or reviving the old alliances that were previously with Al-Halbousi and the Kurdistan Democratic Party.
    On the other hand, the session apparently failed to bring together all the Shiite forces, as Nuri al-Maliki, the leader of the State of Law, and Qais al-Khazali, the leader of Asa'ib, did not attend, which reinforced suspicions of continuing disputes between the two parties on the one hand, and between al-Maliki and al-Sudani on the other.
    And news circulated in recent days about the existence of a dispute between Al-Maliki and the prime minister over the background of the cabinet reshuffle, which Al-Sudani insists on implementing and the leader of the state of law denies, while there were old disputes that did not seem to have ended between Al-Maliki and Khazali against the backdrop of rumors about the “Asa’ib” control of the government and the influence on Sudanese in his decisions.
    The ruling coalition's deadline
    As for the new date for resolving the budget discussions, according to what was decided by the State Administration Coalition, Jamal Cougar, a member of the Parliament's Finance Committee, questions the committee's ability to end all discussions in this short period, according to his description.
    Cougar said in an interview with (Al-Mada): “A week ago, the committee met daily from 10 am to 7 pm, then from 9 pm to midnight, and we only met with 6 ministers, while we still have discussions with governors and heads of agencies.”
    And the member of the committee adds: “Most of the ministers are traveling on official Arab tours, and we have not yet developed a final vision for the budget items disagreements because the meetings with officials have not been completed,” noting that the 2021 budget took 45 days to be discussed.
    And Cougar indicated that the most prominent two disagreements now is about approving a budget for the first time for 3 years, and the largest deficit in the history of previous budgets.
    Regarding the first dispute, Cougar says, “The Minister of Planning, Muhammad Tamim, had made it clear in a meeting with the committee that the government would send the budget schedules for 2024 and 2025 at the beginning of each year, which led to the satisfaction of the majority of the committee members because the draft budget is now without schedules except for the year 2023.” .
