The oil of the Kurdistan region freezes in the wells that are supervised by foreign extraction companies. Losses accumulate in Erbil and among the extractors, who some sources said resort to export via tanks despite the cost, time and lack of quantity. This is happening while silence surrounds the Turkish decision regarding the resumption of export after the interim interim agreement between the government Federal and Kurdistan Region regarding SOMO's supervision of all Iraqi oil export operations.
A member of the Kurdistan Democratic Party, Sherzad Qassem, said: "The oil agreement must be at the disposal of the federal government, especially since the French arbitration is considering the nature of the compensation owed by the Turkish government for exporting the region's oil without Baghdad's approval," noting that "this decision will require an agreement." A new agreement between Baghdad and Ankara to export oil through the port of Ceyhan, under the supervision of SOMO. Qassem added, in an interview with "Al-Sabah", that "Baghdad is negotiating with the Turkish side and agreed on all measures to implement a new agreement during the next few days," noting that "according to the statements of the Turkish side, the export of oil will start after the Eid, and the regional government has no role in this." the field" .
He pointed out that "failing to export the region's oil will cause Iraq annual losses of about $650 million, given that the region's oil reaches 400,000 barrels per day," he said.
For his part, a member of the Kurdistan Union, Ghazi Kakai, hinted at "the lack of clarity of vision with regard to the party that refuses to implement the oil agreement, which impedes the mechanisms for handing over the salaries of employees," expressing his regret that "the salaries of the region's employees have not arrived for the fourth month in a row."
Kakai called, in an interview with "Al-Sabah", the federal government "not to deal unilaterally with the delegations of the region, but rather through a joint delegation through which to bypass this controversial file."
Whereas, former independent MP Kawa Muhammad saw, in an interview with "Al-Sabah", that "the problem is not with the regional government, but rather between the federal government and Ankara after the decision of the Paris Court, as there was another Iraqi complaint in 2018," pointing out that " Turkey wants Iraq to withdraw the lawsuit, while Iraq demands compensation from Turkey estimated at one billion and 400 million dollars.
Muhammad explained that "the regional government, after the decision of the Paris court, is forced to implement the agreement and sell oil through the national company "SOMO" and not independently, as it was previously." Regarding the Turkish version that the Ceyhan pipe was affected by the recent earthquakes, the economist Abdul Salam Berwari said: "He does not believe these allegations, with evidence that during and after the earthquake, the export was continuing normally, until it was stopped after the decision of the Paris court."
Berwari added, to "Al-Sabah", that "everyone should be concerned because the delay will bring new factors and unexpected points that will affect the core of the agreement," adding that "starting to export oil according to the agreement is primarily in the interest of Iraq."
While a member of the Finance Committee in the Kurdistan Parliament, Omar Abdullah Fattah, attributed the procrastination of the Turkish side to "its desire not to pay the export sums through this pipeline as the region used to pay, because there is a big difference between the cost of transporting Iraqi oil and Kurdistan's oil." Fattah said, in an interview with "Al-Sabah", that "the political situation and the atmosphere of the elections in Turkey may affect Turkish President Recep Tayyip Erdogan, who is accused of being responsible for the fines his country faces, so the Turkish government does not want to pay the fines to Iraq before the date of the presidential poll."
