    After the approval of the 2023 budget and its passage safely following the deletion of Article 42, which imposed fees and taxes on oil derivatives, information was revealed that made the deletion of this paragraph insufficient, as despite the deletion of fees for derivatives, the price of a barrel of oil sold to refineries, which produce oil derivatives in turn, was raised. It is still imposed according to the schedules associated with the budget.
    Representative Mustafa Jabbar Sanad said in a tweet to him on Twitter, followed by (Baghdad Today), that "the refinery tax has not been dropped, as it is in the schedules and not an article in the items, and its cancellation requires approval of a proposal to add a new article, and then the council votes on the cancellation."
    Sanad added, "After we worked as a (lobby) inside the parliament hall, and obtained the approval of the presidency to read the proposed article, Representative Uday Awwad read the proposal and asked for a vote, but the parliament presidency did not agree to put it to vote because of the objection of other well-known representatives, most of them," he said.
    He called either to "appeal to the Federal Court and win the case is highly likely, or the refineries refrain from applying the article as they did in 2021."
    While the economist, Nabil Al-Marsoumi, explained, in a post on Facebook, that “cancelling the fuel tax in Article (42) first, will not solve the problem of refineries, since the biggest problem is the additional revenues that the Ministry of Finance will receive, amounting to 2.2 trillion dinars from selling Oil for refineries, which means an increase in the price of a barrel of crude oil supplied to refineries from 10.5 thousand dinars to about 19 thousand dinars
