    Today, Thursday (August 10, 2023), the Parliamentary Legal Committee confirmed that the decisions of the Federal Court regarding appealing some paragraphs of the Federal Budget Law are “binding and final” for Baghdad and Erbil.[/size]
    [size=45]And on (August 7, 2023), the Federal Supreme Court decided to dismiss some appeals in form related to the unconstitutionality of articles in the Financial Budget Law, including the challenge to the constitutionality of some articles of Law No. (13) of 2023 (the Federal General Budget Law) related to the share of the region.[/size]
    [size=45]Decisions are binding and not subject to appeal[/size]
    [size=45]A member of the Parliamentary Legal Committee, Aref Al-Hamami, said, “All decisions of the Federal Court are binding on all authorities, whether they are within the federal government or within the Kurdistan Regional Government.”[/size]
    [size=45]Al-Hamami indicated that “the decisions of the Federal Court are final and not subject to appeal, and for this reason the central government and the region are committed to the decisions issued regarding budget appeals.”[/size]
    [size=45]He pointed out that "these decisions will not create any problems, but everyone agrees to abide by what is issued by the judicial authority."[/size]
    [size=45]The “loss and weakness” of the region[/size]
    [size=45]And on (August 7, 2023), Energy Affairs Advisor at the Information Office of the Patriotic Union of Kurdistan, Bahjat Ahmed, confirmed that after the decision to implement the budget and reject the lawsuit filed by the Kurdistan government, the region has become in a position of weakness, considering that the Kurdistan Democratic Party is the one that brought the region to this point.[/size]
    [size=45]Ahmed said in an interview, “The powers to disburse money have become exclusively in the hands of the Minister of Finance in the federal government, and all of this is considered a weakness for the Kurdistan region due to the confusion with which the Democratic Party, led by Masrour Barzani, managed the previous stage that was characterized by stubbornness and failure.”[/size]
    [size=45]He added, "The confusion was evident in the oil file, which is the main reason behind the loss and weakness to which the region is exposed, and this weakness will be borne exclusively by the Kurdish citizen, due to Barzani's failure, and the unilateral policy through which they tried to manage the region."[/size]
