    Today, Tuesday, the Prime Minister, Muhammad Shia’a Al-Sudani, directed the preparation of a draft law to amend the staffing law to accommodate job titles, while the Council of Ministers issued a number of new decisions, including voting on the evaluation of 76 general managers, between authenticity and agency, and granting 150,000 dinars to the employee working as a polling officer and 250 thousand for graduates.
    The media office of the Prime Minister said in a statement, "The Prime Minister, Muhammad Shia'a Al-Sudani, chaired the thirty-third regular session of the Council of Ministers, and during the session, the general conditions in the country were discussed, the basic files included in the government's priorities were discussed, and decisions and recommendations were made regarding the issues raised." on the meeting agenda.
    He added, "The ideas and proposals submitted by the youth to the Prime Minister were approved at the National Conference for Youth Dialogue held in Baghdad, and they were discussed in the special session held by the Council of Ministers last Saturday on the occasion of International Youth Day, and related to a number of youth issues." That would support and support the youth and enable them to play their role in the country, and these ideas and proposals will be published at a later time.
    And he continued, "Based on the directives of the Prime Minister, with regard to completing the procedures for the new Sadr City project, the Council of Ministers approved the transfer of ownership to the Ministry of Finance of the plot of land numbered (72/2 m11), (Tulul al-Nass) and its area is (294 dunums and 18 acres). ) whose ownership belongs to the Ministry of Construction, Housing, Municipalities and Public Works / Ashur General Company for Construction Contracting, to the Municipality of Baghdad, to construct a residential complex in accordance with the amended Expropriation Law (12 of 1981).
    And he pointed out, “The Council approved the recommendations of the committee formed according to Paragraph (2) of Cabinet Resolution (236 of 2022) according to the following
    : When considering the promotion of employees who obtained a preparatory certificate upon appointment initially, without retroactive effect, taking into account the legal texts, controls and circulars issued regarding those who obtained the aforementioned certificate during service in accordance with Law (103 of 2012); the First Amendment Law of the State and Public Sector Employees’ Salaries Law (22 of 2008) and the Ministry of Finance’s

    circular 2. Ministries and agencies not associated with any ministry prepare job descriptions for jobs with titles that do not have a job description, in coordination with the relevant authorities.

    3. Amending the first paragraph of the aforementioned Cabinet decision to become as follows:
    (launching the promotion of holders of a preparatory certificate or its equivalent to the (third) degree, provided that this does not result in the creation of new job titles)
    . In this regard, he directed the specialized authorities to prepare a draft law to amend Employment Law No. 25 of 1960, in order to accommodate job titles, including those of medical and health professionals. He added, "The Cabinet approved the evaluations of (76)
    general managers within the second special session By evaluating general managers in ministries and entities not associated with a ministry, by adopting the standards and mechanisms prepared by the committee formed pursuant to Diwani Order (23059) to evaluate general managers.

    Where the evaluations came as follows:
    3 general managers, originality / transfer with a lower degree or referral for retirement, according to Resolution 880 of 1988.

     12 general managers, agency or conducting business / termination of assignment. 
    Three general managers: Authenticity / Tadweer.
    Director General of Asala / transferred to another ministry.
    57 Director General, authenticity and agency / re-evaluation after six months. Thus, the

    total number of general managers who were evaluated in the first and second rounds is 442 general managers,” according to the text of the statement.

    The Institutional Performance Evaluation Department in each ministry or entity not linked to a ministry; For the purpose of sustaining the process of evaluating administrative leaders in accordance with the approved standards and mechanisms, and establishing the Iraqi Center for Government Excellence to be a scientific reference for government performance standards and their development.

    Afghanistan Free from the beginning of the month of Safar until its end.
    And he stated, "In order to solve the problems related to completing the construction of schools, the recommendations of the Diwani Order Committee (23542) for the year 2023 regarding reviewing Project No. (1) of the Ministry of Education were approved in the two contracts (37-38 / direct invitation / 2011) according to the following:
    First 1- 
    Not agreeing to waive the difference between the two allowances
    2- Transferring the lands allocated for the project to the governorates, while remaining allocated for the construction of schools according to original records, and implementation is carried out at the expense of the defaulter 3- The
    governorates complete the implementation of schools within their annual allocations.
    4- Transferring the recovered funds to the governorates in proportion to the number of schools.
    5- The governorate retains its right in any federal project for schools.
    6- The Council of Ministers may add additional allocations to the governorates affected by the project to establish schools.
    7- The Ministry of Education will follow up on returning the sums disbursed to the Al-Faw General Engineering Company and its two partners in the implementation of the two aforementioned contracts, in coordination with the Al-Faw General Company, with a request to the responsible party for compensation for the damage incurred by the Ministry of Education as a result of the project’s cessation, and to hold the defaulters accountable.
    Second: The Ministry of Education presents an accurate position on all current projects. For the purpose of studying and recommending them successively to the Council of Ministers.”
    And he added, “In the energy sector, the recommendation of the Ministerial Council for Energy (23054 I) for the year 2023 was approved according to the following:
    1. Granting the Deputy Prime Minister for Energy Affairs / Minister of Oil the authority to contract with companies specialized in reducing carbon and consider it a single offer, as an exception to the contracting methods stipulated in the instructions for implementing government contracts No. (2) of 2014 after the offer is studied in detail by the Central Committee. To review and approve the referral in the Ministry of Oil, or the sub-committee in the oil companies, or both, and to authorize these committees to conduct technical and commercial negotiation procedures to achieve the highest desired interest, and to include in the contracts training paragraphs for the cadres of the ministries (oil and environment) to work with the legislation and economics of carbon bonds, and authorizes the Minister Oil has the power to approve work mechanisms that are necessary for the progress of work in negotiating and contracting procedures, marketing carbon bonds and any other procedures.

    2. Authorizing the Minister of Environment to sign the Letter of Initiation (LOI) according to the global context, after studying and approving the offers from the Ministry of Oil.

    3. Revenues from carbon reduction shall accrue to an account managed by the Oil Marketing Company (SOMO), or any relevant national authority to be legislated later, and shall be considered as revenue for the state treasury.

    4. Giving priority to associated gas investment projects and clean energy projects (solar and wind).
    Taking into account the opinion of the legal department in the General Secretariat of the Council of Ministers,

    the statement stated, “Within the framework of government treatments of the environmental effects of pollution, the Council approved the national strategy and action plan to reduce environmental pollution in Iraq (2023-2030), and approved it as a roadmap for developing plans.” The annual programs, the five-year plan, and the financial costs required in preparing the annual budget for the ministries, according to the programs contained in the work plan, and for the specified time periods, after they are discussed by the Ministries of Planning and Finance.
    And he continued, "In order to meet the needs of the displaced and returning families from displacement and to relieve their burdens, it was voted to exclude the Ministry of Immigration and Displaced from the contracting methods stipulated in the instructions for implementing government contracts (2 of 2014), and the third section (expenses) Article (7) of the Tasheel instructions Implementation of the Federal General Budget Law for the fiscal years: (2023 – 2024 – 2025), based on the provisions of Article (34) of the instructions to facilitate the implementation of the aforementioned budget law, until the end of the current year on December 31, 2023.
    He pointed out, "The Council voted to approve a number of decisions, as follows:

    1- Amending the decision issued by the Council of Ministers (23319 of 2023), with the exception of the draft (vehicle registration and issuance of driving licenses) project from the contracting methods stipulated in the instructions for implementing government contracts (2 of 2014), according to the request of the Ministry of Interior, and authorizing it to contract directly with One of the sober companies to implement the above project.

    2- Excluding the Border Crossings Authority from the contracting methods stipulated in Article (3) of the instructions for implementing government contracts (2 of 2014), regarding the purchase of baggage inspection equipment during the Arbaeen visit.

    3- All government agencies, which benefit from the health services provided by the Health Insurance Authority, deduct the subscription amounts directly from its employees, and deposit them in the account of the aforementioned body, which is opened at the Trade Bank of Iraq (TBI), in accordance with the law and the decision of the Federal Supreme Court.

    4- Granting a financial reward to (state employees, graduates, and students) working for one day as a polling officer to secure the conduct of the provincial council elections on December 18, 2023, and it will be disbursed to them according to the following: - (150,000) dinars, only one hundred and fifty thousand dinars for an employee in state departments
    with A letter of thanks and appreciation from the Office of the Prime Minister, and an amount of (250,000) dinars, only two hundred and fifty thousand dinars for other categories.

    5- The Ministry of Finance allocates an amount of (500) million dinars to the Ministry of Culture; To cover the expenses of the activities of the General Authority for Theater Festival for the year 2024.
