Despite the legal violations and irregularities that the region has gone through over the past years, including the non-delivery of oil revenues and financial outlets, as well as the absence of commitment in all Federal Court decisions that rejected Kurdistan's continuation of oil exports in isolation from the central government and the national SOMO company.

In the midst of all these violations, the central government issued a decision that many political and popular circles described as weak after the Council of Ministers voted to send 500 billion dinars on a monthly and continuous basis, at a time when political blocs are calling for the need to deal firmly with the region to end the persistence that is taking place in many files.
Parliament's position?
And speaking of this file, the member of the House of Representatives, Muhammad al-Ziyadi, revealed a parliamentary move to find out the reasons for the Council of Ministers’ decision to send an amount of 500 billion dinars per month, while stressing that there is no legal basis that allows sending this money to the Kurdistan Regional Government.
Al-Ziyadi said, in an interview with Al-Maalouma Agency, that "the House of Representatives will discuss, after the end of the current recess, the method, legality and constitutionality of the decision to send money to the Kurdistan region," noting that "the Finance Committee will be the main body concerned with researching the file of sending money."
And he continues, "There is no political agreement that leads to sending this amount to the region on a monthly and continuous basis," pointing out that "political agreements, if they exist, should not exceed the legal and official points in the work of the current government."
Al-Ziyadi concluded his speech by saying: "The parliament's move came after the vague way in which these billions were spent," adding that "there is no legal basis that allows these funds to be sent to the Kurdistan Regional Government by the central government."
Clear breaches
In addition, the political analyst, Qasim Balshan, confirms the lack of transparency from the government regarding sending money to the Kurdistan Regional Government, adding that all successive governments did not exercise their legal and constitutional powers with the region in many files.
Balshan said in an interview with the information agency, "The government's continuation of taking decisions according to this method will weaken performance in many files during the coming period," calling, "The central government to announce through its official office the details of the decision to send 500 billion dinars per month to the region."
And he continues, "There are many questions hovering about the government's decisions to send money to the region without any legal points or clear reasons," stressing "the need for government transparency regarding sending money to the Kurdistan Regional Government."
Balshan concluded his speech by saying: "The treatment of the Baghdad government in this way will contribute to the persistence of the regional government despite the violations in other files," adding that "all successive governments have not exercised their legal and constitutional powers with the region in many files."
Oil price difference
For his part, a member of the Parliamentary Oil, Gas and Natural Resources Committee, Kazem Al-Toki, revealed today, Tuesday, the details of sending money to Kurdistan by the central government, while confirming that all the sums that were sent to the region are the difference in the rise in international oil prices.
Al-Touki said, in an interview with Al-Maalouma Agency, that "all financial and administrative matters related to the export of the region's oil have come under the control of the National Sumo Company," noting that "the problem of resuming oil exports through Turkey still exists until now."
And he continues, "There is a decision by the government to use Kurdistan's oil to operate internal refineries in the event of the continuation of the disputes of the national SOMO company with the Turkish side," pointing out that "the government is working to find solutions to resume exporting the region's oil, given the high oil prices in global markets."
Regarding the sums that were sent to the region, Al-Touki explains: "All the money that was sent to the region is the difference between the rise in international oil prices, and the difference in the percentage allocated to the region from the general budget."
